Period of Performance for all items above: 4/28/07 - 4/27/08 The Bureau of Human Resources, Executive Office (HR/EX) is requesting the purchase of MKS Integrity Suite 2005 software and its associated components. HR/EX is responsible for managing the enterprise-wide Integrated Personnel Management System (IPMS) that provides corporate information technology services. The MKS configuration management software serves as the toolset to manage the automated processes, the configurable items (CIs) and the metrics captured necessary for audit ability, traceability and an adherence to the standards of a full software development life cycle (SDLC) and will be instrumental in current project success and ease of future project planning and implementation. This action is taken in accordance with the provisions of FAR 6.302-1, Only One Responsible Source. The statutory authority is 41 U.S.C. 253 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements, as identified by FAR 6.302-1. The MKS software provided a level of administrative ease that the other products did not offer. MKS was less labor intensive and easier to implement due to the user friendly administrative functionality of the tool. Other tools required additional hardware and dedicated administrative personnel. This requirement will be published in FedBiz.Opps indicating the U. S. Department of State?s intent to procure on a sole source basis for the services. HR/EX conducted an initial market survey analysis of 11 CM software tools and seven vendors were asked to provide further information about their products. After extensive evaluation and testing, the MKS Integrity Suite 2005 software was shown to meet all HR/EX requirements. MKS is proprietary software and is only available through a MKS Software, Inc. A market survey of 11 CM software tools was conducted. Of these, seven were found to be possible providers for a solution that provided the level of CM required to meet HR/EX business needs. Only MKS was found to meet the requirements for our specific development platforms and deliver the required CM functionality necessary to capture the required metrics. MKS will provide the services required reasonably, efficiently and cost effectively.
