- SOURCES SOUGHT DESCRIPTION: RETROGRADE MANAGEMENT for HQ Air Force Material Command A4W Warfighter Sustainment Division A solicitation has not been issued for this requirement. NAICS 541990 (6.5m) Background and Purpose of Requirement: Warfighter Sustainment Division (WSD) was activated after 9-11 to support contingency logistics operations. At the start of FY04, WSD was tasked to manage retrograde and simultaneously received a tasking from AFMC/A4 to analyze Area of Responsibility (AOR) Retrograde in a theater redeployment scenario. WSD leveraged a parallel Air Force Knowledge System report building effort to develop spiral I retrograde analysis and reporting capability. This effort exposed opportunities for retrograde management improvements. AFMC/A4 sponsored AFMC/A4W to develop Retrograde Management capabilities to find lost and frustrated retrograde, identify systemic retrograde issues, and generate the needed reports and associated processes for long-term retrograde pipeline management. This is a sources sought synopsis. There is no solicitation available at this time. This Sources Sought Synopsis is published for Market Research purposes only; however, the Air Force reserves the right to limit the request for proposals to respondents to this synopsis. This market survey is conducted to identify potential sources capable of meeting the requirements for providing the Air Force with Retrograde Management at HQAFMC A4W located at Wright Patterson AFB, OH 45433. Firms responding to this announcement should indicate their size, particularly if they are a small business, small disadvantaged business, woman-owned small business, HUBZone small business or service disabled veteran-owned small business and should also indicate if the firm is foreign-owned. Interested firms must be able to demonstrate capability to manage a complex on-going AFMC wide effort with personnel having a working knowledge of Warfighter Sustainment and retrograde management (see Performance Work Statement). The Air Force (AF) anticipates using a GSA contract for this award. The AF anticipates that the task order will be for 1 base year with 1 six month option. Date Due: Noon on 30 April 2007. Interested Firms shall submit a capabilities package as to its capability to perform the tasks set for in the appended Performance Work Statement that explicitly demonstrate capabilities and expertise related to this effort. Foreign contractor participation is not permitted. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government?s acquisition approach. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Please limit your response to 20 pages. An OCI mitigation plan should be included if applicable. This plan does not count towards the page limit. PERFORMANCE WORK STATEMENT (PWS) RETROGRADE MANAGEMENT (HQ AFMC/A4W) 15 Mar 07 I. PURPOSE Provide Retrograde Management support for HQ AFMC/A4, Wright-Patterson AFB, OH. 1.0 Mission HQ AFMC/A4 is responsible for the management of reparable asset pipelines valued in the millions. The return of unserviceable assets from base maintenance activities to the source of repair is the retrograde portion of those pipelines. Retrograde assets with a combined valued of over $15B per year are received at the Air Logistics depots for repair. Retrograde assets that have become lost and frustrated in the pipeline is a multi-million dollar issue for the Air Force and HQ AFMC/A4W has been challenged to implement a management process and related reporting tools and analytical processes to address this situation. The mission is to manage, monitor, and transform Air Force retrograde processes to achieve cost savings and improve support to the warfighter. To ensure the continued benefit to the Air Force of active retrograde management, HQ AFMC/A4W requests contract program management support of the RMI for the period 15-May-2007 through 14-May-2008 w/ Option for additional 6-months. 1.1 Background and Objectives Warfighter Sustainment Division (WSD) was activated after 9-11 to support contingency logistics operations. AFMC/A4 sponsored AFMC/A4W to develop Retrograde Management capabilities to find lost and frustrated retrograde, identify systemic retrograde issues, and generate the needed reports and associated processes for long term retrograde pipeline management. 2.0 SCOPE OF WORK The contractor shall provide HQ AFMC/A4 support in the program management of the Retrograde Management Initiative (RMI) program. The RMI program includes: Retrograde Exception Analysis (REA), Retrograde Enterprise Data Integration (REDI), and the Retrograde Studies. In addition, support to development of pipeline metrics is also required. 2.1 Retrograde Exception Analysis (REA) In order to realize immediate return on retrograde opportunities, the contractor shall support the execution of a ?Quick-Hit? Retrograde Management Team in HQ AFMC/A4W. This team will be responsible for using AFKS Retrograde data to audit retrograde pipelines and return lost/frustrated retrograde assets, identify obvious systemic retrograde issues and liaison with the appropriate activities for quick retrograde wins. The contractor shall support this team to include training and organization, AFKS data extract and audit database support, return on investment tracking, data-quality support and team management support. Key responsibilities include: Restoring accountability for lost/frustrated assets and implementing on-the-spot corrective actions. The intent is to transition this work to the MAJCOMs and Base-level users through training, and instructional documents. 2.2 Retrograde Enterprise Data Integration (REDI) The contractor shall provide the liaison and oversight activities required in the development of AFKS Retrograde Reports. This support includes the day-to-day liaison with developers to answer questions as well as support for AFKS PMO coordination meetings as required. The contractor shall develop, coordinate and administer the User Acceptance Testing (UAT) for AFKS Retrograde Reports. This will include developing and leading training for testers, developing a UAT process and administration of UAT. The contractor shall document all deficiencies discovered during UAT and forward this information to the AFKS PMO for resolution. The contractor shall validate deployed corrective actions prior to acceptance. Post-deployment validation shall be conducted by the contractor to ensure all core functionality validated in the test environment is also present in the production environment. The contractor shall coordinate required post-deployment deficiency redress with the AFKS PMO as required. The contractor shall develop training for general users and these materials will be provided to the AFKS PMO training office for application in future training sessions. The contractor will support report training. The contractor shall document training results with feedback surveys and training assessments. 2.3 Pipeline Metric Development The contractor shall provide support for the development of retrograde pipeline metrics, including the application of relevant analysis techniques, determination of associated targets and/or standards, and definition of responsibilities. The contractor shall also plan for and support the integration of retrograde metrics with existing and future balanced scorecard efforts. The contractor shall support briefing development and delivery as necessary to coordinate this metric through MAJCOM/A4s, ALCs, AFMC/A4 and AF/A4/7. 2.4 Retrograde Studies The contractor shall identify key performance factors in the retrograde pipeline to facilitate process improvement enterprise-wide. Key responsibilities include: identifying factors that will improve pipeline predictability and achieve buy-year savings in year of solution implementation. Key performance factors will be ascertained/studied based on results from on-site visits and subsequent surveys and a final report produced with recommendations for policy changes, base/depot level improvements, as required. 3.0 REQUIREMENTS a) Must have a working knowledge of DoD, USAF, and AFMC retrograde policy and procedures. b) Must have a working knowledge of AFKS, AFKS Spiral I Retrograde Reports, AFKS Spiral II Retrograde Report Requirements. c) Must have a working knowledge of AFMC management information systems and the ability to complete analyses and draw conclusions from the data. d) Must assist in developing/prioritizing requirements. Draw requirements from meetings and/or conferences and ensure adequate documentation. e) Computer proficiency is necessary to support analysis tasks and preparation of reports and appropriate briefings. Excellent working knowledge of Microsoft Office suite of tools is required. Working knowledge of Business Objects and COGNOS. f) Must be capable of presenting findings to senior leadership within AFMC and higher headquarters, as required. g) Assist in Project Management tasks. Assist in the establishment of program management processes, systems development and implementation schedules. II. GOVERNMENT FURNISHED RESOURCES a. The Government shall provide working space and supplies for three contractors on-site during the period of this delivery order, comparable to that provided to Government personnel. Class A telephone service shall be provided. b. The Government shall provide on-site contractor networking equipment suitable for electronic mail, Internet access networked printer support, and necessary hardware and software for the contractor to accomplish tasks related to the PWS. The Government shall provide each contractor with a PC system capable of performing the detailed levels of analysis required by the PWS. c. The Government shall provide the contractor access to all facilities as required to perform in accordance with this PWS. The contractor shall be subject to all Military Rules and Regulations while working on a military installation. d. The Government shall provide the contractor copies of, or access to, required Government directives, publications, and documentation. The Government shall provide access to raw data files, as required, for accomplishment of analyses identified in the PWS. e. The Government shall provide necessary and reasonable access to personnel from other offices and agencies. All such access shall be coordinated through HQ AFMC/A4. IV. GENERAL INFORMATION 1.0 TRAVEL The work may require travel to support initiative update briefings and training. Travel and travel related costs will be billed on a cost reimbursable (plus G&A) basis. The estimated travel costs include: a. Invoices will be submitted to HQ AFMC/ ____________________________________) for certification prior to payment. 3.0 SECURITY REQUIREMENTS 3.1 Security clearance is not required for execution of this task order. However, due to the potentially sensitive nature of some data the contractor will come in contact with, all assigned contract personnel shall have, at a minimum, a National Agency Check (NAC) at the time of task performance. The contractor shall observe and comply with the security provisions in effect at the AFMC facility. Other records, data, and information to which the contractor has access may be highly sensitive. The contractor shall not divulge any information about Air Force files, data processing activities, or functions, or any other knowledge that may be gained as a result of this task to anyone who is not authorized to have access to that information.
