Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This action is not set aside for small business. All interested parties are invited to contact this office for more details concerning the following item: One (1) each  High Speed Laser Scanning Microscope Unit, Automation, Platform. A summary of required capabilities are: high power laser, blue (488 n m), Three (3) Confocal CCD cameras, Multiple Simultaneous Detection Channel Package, Confocal Excitation laser package: Red (635 nm), High Power, Green (561 nm), High Power, Image Analysis software, High throughput image analysis system, 10X Air Objective Lens, 40X Air Objective Lens, 10X Water Immersion Objective Lens, 40X Water Immersion Objective Lens, 60X Water Immersion Objective Lens, Climate Control Extension. Plate Handling Robotics Extension, Cell Incubator Extension, Lab Cart, Fluorescence Lifeti me Imaging, Kinetic Measurement and dispensing unit. Four (4) year Unlimited In-house Application Support and Training. Four (4) year instrument warranty. Note that this list is not all-inclusive. Delivery shall be FOB Destination. Delivery is required within 90 days after receipt of order. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of deli very specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order and pay all charges to the specified point of delivery. Award shall be made to the offeror whose quote offers the lowest priced, technically acceptable offer to the Government. The Government will evaluate information based on the following evaluation criteria: 1. Technical Capability  extent to which the o ffer meets or exceeds the minimum specifications of the requirement, 2. Past Performance, and 3. Price. Technical and Past Performance, when combined, are more important than price. Evaluation of Technical Capability shall be based on the information p rovided in the quotation. Offerors shall include the make and model of the product, manufacturer sales literature or other product literature which clearly documents that the offered product meets the specifications stated in this solicitation. Evaluatio n of Past Performance shall be based on references provided by the offeror. They shall provide a list of at least three (3) references to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of t he reference contract person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Past performance shall be evaluated to determine the overall quality of the product provided by the Contractor. Offerors with no relevant past performance shall not be evaluated favorably or u nfavorably. The following FAR Subpart 12 provisions and clauses are incorporated by reference: FAR 52.212-1 Instruction to Offerors-Commercial Item (JAN 2005). The following addenda is added to FAR 52.212-1 (1) Paragraph (b), Offer shall include unit price (as applicable) and proposed delivery for item (after receipt of a contract). Packaging, Packing, Marking: Each item shall be individually packaged to provide physical and mechanical protection during shipment, long-term storage in an environmentally controlled warehouse, and subsequent shipment to the end user. Items and materials sensitive to electromagnetic fields shall be suitably protected. The internal packing material shall be sufficient to prevent damage during shipment, handling and storage. Preservation and protection shall be provided to prevent corrosion, deterioration or decay during warehouse storage for a period of one year. Each individual unit shall be marked with the vendor name, vendors part number item name and national stock number. Companies must have valid DUNS numbers and be registered with Central Contractor Registration (CCR) and shall provide the company Tax I nformation Number (TIN) with their offer.
