Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. This procurement will result in the award of a firm fixed-price construction contract. Proposal evaluation will be based on offeror responsiveness and responsibility and technical factors that include: Past Performance, Relevant Experience, Technical Qualifications, and Small Business Subcontracting Effort & SDB Participation. This is a BRAC MILCON Project. Offerors shall submit a price proposal for all work complete for the Base Line Item and two Option Line Items. Base Line Item 0001 is to construct a new ~10,000sf sensitive compartmented information facility (SCIF.) Spaces include a large service bay, various administrative, conference and work rooms, restrooms, break areas storage room, mechanical/ electrical room and a mechanical attic space. Construction includes concrete slab on grade, concrete tilt-up panels, metal roofing, unique sound proof construction for most walls, ceilings and doors, interior and exterior lighting, lightning protection, grounding system, hvac, fire protection, site civil, mechanical, electrical and communication utilities, electric generator and fuel oil tank, traffic signal, parking lot, drainage structures, low maintenance landscaping, technical operating manuals and incidental related work. Option Line Item 0002 is to construct a parking lot south of Yorktown Avenue and west of Gillis Street, construct a 126 meter long concrete sidewalk north of Yorktown Avenue, and demolish the existing directional traffic signal and construction of new traffic and pedestrian crossing signal at Yorktown Avenue and Gillis Street. Option Line Item 0003 is all work associated with the installation of 206.96 meter long, 200 mm diameter gravity sanitary service running east/west. The total estimated price range for this project is $3,996,000 to $4,440,000.00 with a total construction schedule of 365 calendar days from the date of contract award. The liquidated damages for this project are $2,170.00 per calendar day of delay. The NAICS for this procurement is 236220 with a size standard of $31,000,000.00. The solicitation will be available on or about 10 May 2007. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. Please be sure to register for the solicitation on ESOL to receive notice of possible future amendments. The anticipated date for the Pre-Proposal Conference/Site Visit is 22 May 2007 with Proposals due on 15 June 2007. The solicitation package will give exact dates and location.
