Instructional Support for the Navy’s Riverine Force Small Craft Maritime Interdiction Operations Team Trainer Course - Synopsis - The Naval Air Warfare Center, Training Systems Division (NAWCTSD) at Orlando, FL, has established a requirement for training services in Chesapeake, Va, within the Norfolk Fleet Concentration Area (FCA), for Anti-terrorism/Force Protection (AT/FP) training. The overall objective is to provide a contracted source for personnel and associated support to conduct Riverine Force Small Craft Maritime Interdiction Operations (Small Craft MIO) Team Training at the FCA in Norfolk, VA. This contracted source will provide for instructional services with fully qualified and certified personnel who are capable of providing the required instruction for the Small Craft MIO training course. In addition to providing instructional support, the contracted source will provide for other related instructional services, such as live fire ranges, waterborne facilities, breacher equipment and supplies, weapons and ammunition. This training will provide the Navy Expeditionary Combat Command (NECC) Riverine Force crew members (students), employed in littoral operations, with skills to support Maritime Interdiction Operations, and to support Marine and Army Expeditionary Forces, maintain and secure river and adjacent areas of operation, as well as, define, own and occupy the water space. The Small Craft MIO training will provide NECC personnel with the necessary skills and knowledge to perform small unit tactical movements, convoy operations, radio communications, range safety, handling and preservation of ammunition, Counter-Improvised Explosive Devices (C-IED) operations, water survival techniques, tactical operations, defensive tactics, interior guard functions, and detainee handling procedures. This training enables students to demonstrate, maintain and qualify on primary and secondary crew-served weapons, perform basic movements while engaging targets, transitioning from primary to secondary weapon, and perform live-fire exercises in a controlled environment. The training is for class convening’s of five (5) weeks each, with a contract period of performance up to five (5) years, beginning approximately July 2007. The training provided by the offeror will encompass the course scope and learning objectives identified in the Request for Proposal (RFP) attachments. NAWCTSD Orlando seeks to competitively award this contract on a Full and Open Competitive basis. The basic award will be an Indefinite Delivery Indefinite Quantity Contract (IDIQ) type contract awarded on a tradeoff/best value process basis. Specific details will be provided in the formal RFP N61339-07-R-0047, which will be posted on the World Wide Web at “http://www.ntsc.navy.mil/ebusiness/BusOps/Index.cfm” (click on Open Acquisitions) on or about 18 April 2007.
