Description
Southwestern Power Adminstration anticipates awarding a labor hour purchase order for DNP3 consulting services in accordance the the attached Request for Proposal. This is a combined solicitation synopsis/solicitation. Applicable NAICS Code: 541512 This is a Full and Open Competition acquisition The Contracting Office is: Southwestern Power Administration One West Third Street Tulsa, OK 74103 Solicitation Number: DE-RQ75-07SW58527 Contract Specialist: Sean Long, 918-595-6740 Solicitation Opening Date: 04/27/07 Solicitation Closing Date: 05/11/07, 10:00 am CT Action Code: D Statement of Work DNP3 Consultant dated 04/25/07 1.1 Background Southwestern Power Administration (Southwestern) is an agency of the U.S. Department of Energy. Southwestern's mission was established by Section 5 of the Flood Control Act of 1944. The agency is responsible for marketing the hydroelectric power produced at 24 U.S. Army Corps of Engineers multipurpose dams. By law, the power and associated energy are marketed to publicly held entities such as rural electric cooperatives and municipal utilities. Southwestern has over one hundred such "preference" customers which ultimately serve over 7 million end use customers. Southwestern operates and maintains 1,380 miles of high-voltage transmission lines, 24 substations, and 46 microwave and VHF radio sites from field offices. Around-the-clock power scheduling and dispatching is conducted from the Operations Center using SCADA/AGC. Southwestern recently implemented a new SCADA/AGC system, developed in-house using Borland C++ and MySQL on the Microsoft Windows platform. Southwestern also implemented the use of the DNP3 protocol over TCP/IP to communicate with RTUs, however, instability issues are being experienced with the Data Acquisition (DAQ) communications server. 1.2 Objectives (a) To acquire consulting services of a DNP3 protocol subject matter expert to review the current implementation of DNP3 and assist with isolating the basis of recurring instability. (b) To acquire assistance in determining, implementing and testing design changes for converting from a polling environment using one timer to an event-driven environment or model using multiple timers. 1.3 Scope Southwestern scans approximately 65 Remote Terminal Units (RTUs), including foreign owned. These RTUs are spread across 7 DAQ processes on two servers. In addition, there is another DAQ process that services two binary flat file RTUs. Analysis on existing PCSDAQ codebase, namely main.cpp, chnthd.cpp, chanip.cpp, chandnprp.cpp, and rtudnp.cpp and their relationship to the DNP3 libraries. Analysis on existing use of DNP3 library, namely Triangle Microworks MDNP Source Code Library V 3.0.49 and WinloTarg DLL and their relationship to the above. Work will include the development and a documented plan of action for converting from a polling environment using one timer to an event-driven environment or model using multiple timers. 1.4 Work Approach Work will be performed on-site, 2858 S. Golden, Springfield, Missouri. The consultant will work closely with the Springfield Information Technology (IT) Team and facilitate technical exchange meetings to discuss the current DNP3 implementation and all recommended changes. Southwestern must approve recommended changes following established change control procedures. Prepare a formal Test Contractor Test Plan prepared using MS Word Springfield IT Lead Plan for testing the and delivered in electronic format and COTR conversion of data acquisition from the polling environment to an event driven environment. 1.6 Staffing, Roles & Responsibilities Consultant must be knowledgeable with C++, DNP, TriangleMicroworks (TMW) Master libraries and TCP/IP to successfully meet the objectives under this statement of work. Contractor staff assigned to perform work for Southwestern must be U.S. citizens and have proof of a successfully completed background security check.
