Description
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) - Office of Detention and Removal Operations (DRO) is seeking to procure a two-week training course on Corrections Emergency Response Team (CERT) Comprehensive High-Risk Inmate Transport Operations and other High-Risk Operations for up to 24 individuals in support of their San Antonio Special Response Team (SRT). The training should be designed to meet ICE/DRO's inmate growth tactical issues and shall include the following as part of the curriculum: - High Risk Transports - Close Quarters Riot Control - Use of Force - CAT - Operations - Vehicle Recovery Operations - Transport Operations for Bus, Van and Cars - Public Transportation Operations - Planes, Trains - Fugitive Recovery Operations - Inter-Agency and Contingency planning Dealing with High Security/Special Needs Inmates (i.e. Violent, Medical, or Mental Inmates) - Multiple High Security Transport Operations (Mass Evacuation or Movements of High Risk Inmates) - Vehicle Disturbance Recovery Operations - Vehicle Emergency Recovery Operations - HRIT Use of Less Lethal Operations - Communications - Planning & Execution - Low Light Driving - Surveillance/Counter Surveillance Operations - Use of NVG in Low Light Operations - Dealing with Medical Emergencies - Counter Escape Operations - Counter Security Operations - Court High Risk Operations - High Risk Detail Operations (i.e. Hospitals, Funerals, Court, Deportation Hearings) - Tactical Driving (Bus, Cars, Vans) Upon completion of the two-week training, each SRT member should have the knowledge and tactics to perform any of these operations that the team may encounter at any of our San Antonio facilities and/or local jails. Training will take place at ICE/DRO's Port Isabel Detention Center in Los Fresnos, Tx. The training site will include a classroon, range, driving range, housing area and open fields. Training should be conducted between the hours of 0600 - 1800. The Government will provide four vehicles for utilization during training to include 2 Vans, 1 Mini-Van, and 1 4-Door Truck. In addition, the Government shall provide the necessary gear to conduct this training to include: body armor, shields, pads, helmets, gloves, radios, weapons, ammunition, ladders, GPS equipment and gas masks.
