Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined sources sought/synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought solicitation. The U.S. Army Contracting Agency Contracting Center of Excellence is soliciting information from potentially qualified small business sources on behalf of the US Army, HQDA Office Chief, Public Affairs for technical su pport and subject matter expertise in supporting the development, coordination, integration, synchronization, implementation and assessment of an internal and external strategic communications program that powerfully communicates the Armys strategic messa ges to key audiences. The Armys communications challenges involve many diverse audiences and the Army must clearly communicate the purpose of the Army, the challenges presented by a protracted conflict, and the ongoing transformation are key to obtaining necessary resources now and in the future, therefore, the success of the Army in achieving these goals will depend on their ability to inform and educate key audiences and build strategic alliances through effective communications and the incorporation o f edge technologies and innovative approaches which the respondents shall be capable of providing in this effort. All contractor personnel will require a current Top Secret (TS) clearance based on a Single Scope Background Investigation (SSBII) completed within the last 5 years with Sensitive Compartmentalized Information (SCI) eligibility. A draft Performance Work Statement (PWS) and evaluation criteria will be located on the CCE website by 16 May 07 at http://dccw.hqda.pentagon.mil, click on services, open the RFPS link.. The North American Industry Classification System code is proposed to be 541430. Respondents are requested to submit a capability statement that clearly addresses their corporate capabilities to deliver the NAICS Code is 541611 and the small business size standards $6.5 million required services. The capability statement is not to exce ed 30 pages. Respondents must answer the following questions in their capability statements. (1) Do all contractor personnel possess, at a minimum, a current Top Secret (TS) Clearance? (2) What technical expertise and past performance experience does the contract actor have in performing Communication Research, Communication Planning, Communication Execution, Communication Evaluation and Assessment, Communication Products in the context of providing functional and technical expertise to integrate Unified Command, Military Service, and Defense Agency programs at the COCOM, Service or Joint Staff level? Include the contract number, customer, contract value, type of contract, period of per formance, prime contractor, brief description of services, Contracting Officers Representative (COR) name COR email address and the CORs telephone number. (3) What technical expertise and past performance experience does the contractor have concerning corporate/military communication and strategic messaging? Specifically, has the contractor provided subject matter expertise and/or analysis or support regar ding Strategic positioning as it relates to Strategic Communications? (4) What expertise and experience does the contractor have involving subject matter expertise in the area of DoD and/or the Army in developing , portraying, incorporation, explaining, designing of policy, implementation, and operational effectiveness of S trategic Communications? Request corporate information, specify the company name and address, corporate contact points, CAGE code a nd attach a copy of your current CCR data. Also, advise the Government of pending changes in small business status. (5) What technical expertise and past performance experience does the contractor have concerning corporate/military communication and strategic web site set up and management? Specifically, has the contractor provided subject matter expertise and/or anal ysis or support regarding Strategic web site management? (6) What expertise and experience does the contractor have involving subject matter expertise in the area of DoD and/or the Army in developing , portraying, incorporation, explaining, designing of web site and pages, implementation, and operational effect iveness of Strategic Web Site Communication? Request corporate information, specify the company name and address, corporate contact points, CAGE code and attach a copy of your current CCR data. Also, advise the Government of pending changes in small bu siness status. The capability statements will be evaluated to determine if at least 2 small businesses are capable of performing the PWS; however, respondents will not be notified of the results. The anticipated period of performance for this requirement is a 12 month base period with four one year options. All data received in response to this Sources Sought solicitation that is marked, as corporate proprietary will be fully protected from release outside the Government. Please do not submit classified material. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by email to the point of contact identified below; no other method of transmittal will be accepted. Large fi les should be submitted as microsoft word documents or password protected zip files. Respondents submitting a capability statement must do so by email NLT 10:00 AM , 30 May 2007 EDST.
