Description
The BIA has a requirement for Water Analyses and Sampling for various BIA locations. The Government intends to acquire the services using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, for water sampling and analysis. Solicitation No. RMN00070059 will be issued utilizing Standard Form 1449, Solicitation/Contract/Order for Commercial Items. The solicitation contains three Bid Schedules. Schedule A work (Base Bid) consists of water analyses for Calendar Year 2007. Schedule B work (Option Year 1) consists of water analyses for Calendar Year 2008. Schedule C work (Option Year 2) consists of water analyses for Calendar Year 2009. Schedule B and C are options which will be exercised if funding is available. The solicitation is unrestricted and is solicited on an open market basis. The Bureau of Indian Affairs, Navajo Regional Office, solicits work consisting of furnishing all labor, materials, equipment, laboratory, transportation, and incidentals necessary to provide water sampling and analysis for various BIA locations on the Navajo Indian Reservation in New Mexico, Arizona, and Utah. Laboratory Certification: At a minimum, the laboratory will be certified by a State. It is preferred that the laboratory currently participate in the USEPA Performance Evaluation Test Program and provides proof of performance. A copy of all certifications shall be submitted with the Request for Proposal. All certifications shall be current and in place. All laboratories shall use USEPA and Navajo Nation Environmental Protection Agency (NNEPA) approved methods as prescribed in 40 CFR in the ?Safe Drinking Water Act? (SDWA) enforced by USEPA and NNEPA. The statement of work may consist of the following, but not limited to: Test No. 803-03 - SDWA Sequential Analysis Flow Scheme w/Radium 228; Test No. 811 - Gross Alpha and/or Beta; Test No. 812 - Radium 226; Test No. 813 - Radium 228; Test No. 814 and 238/4 - via A Spectroscopy; Test No. 933 U-Mass by ICP/MS; Test No. 789 - SDWA SOCs (comprehensive); Test No. 774 ? VOC-I, Test No. 766 - Trihalomethanes (TTHM), Test No. 771 - Haloacetic Acids (HAAC), Test No. 854 - Nitrate/Nitrite Analyses, Test No. 871 - Nitrite Analyses, Test No. 720 - SDWA Group 1 Analyses, Test No. 873 - Total Cyanide Analyses, Test No. 860 ? Complete Secondary (regulated/unregulated) Analytes to include Fe and Mn, (to determine Water Quality Aggressive Index (AI) calculation); Test No. 726 ? Lead and Copper Analyses; and Test No. 701 - Arsenic Analyses. Interested firms shall be within a radius of 150 ? 200 miles of the Navajo Regional Office, Gallup, New Mexico. Interested firms are requested to submit a written request to obtain the solicitation package either by mail or by facsimile, Fax No. (505) 863-8382. Telephone requests to obtain the solicitation package will not be accepted. Technical inquiries must be submitted in writing seven (7) days before the closing date. A total of 25 bids will be available for mailing. Award will be made based on price and other evaluation factors. Signed and dated Standard Form 1449 is due at the Bureau of Indian Affairs, Navajo Regional Office, Acquisition Operations, Attention: Lynelle Benallie, 301 W. Hill Ave., Room #346, or P.O. Box 1060, Gallup, New Mexico 87305, by 4:30pm (local time) COB, May 25, 2007. Standard Form 1449 submitted by facsimile will not be accepted.
