Description
This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ071022 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-15. All responsible sources may submit a quote which will be considered. This solicitation is set aside for small business concerns. See Numbered Note(s): 1. NAICS code 332312; size standard of 500 employees. This will be a firm fixed-price contract for the Bureau of Land Management, Eugene, Oregon 97401. SUPPLY AND DELIVER: Item 1: Portable Single Lane Highway Bridge, 50 feet long, 16 feet wide, with a treated timber deck. TECHNICAL SPECIFICATIONS: Item 1: Design Code: AASHTO 17th Edition, Live load of HS-25, with allowance for occasional U80 overload. Girders and bracing shall be fabricated from ASTM A709, Grade 50W weathering steel, or equivalent. Girders & bracing shall be shipped fully assembled. Guardrails shall be treated 10x10 inch timber rails, approximately 13 inches above the deck surface. The deck surface shall be 4 inch thick treated timber and shall be pre-fabricated into 5 removable modules, approximately 10 feet long. The running strips shall be a minimum of 2 strips of 3 inch thick x 5 foot wide untreated timber. The bridge shall be furnished with treated timber ballast walls, a minimum of 6 inches thick x 20 feet long. Bridge shall be furnished with treated timber sills, a minimum of 16 inches wide x 8 inches thick x 20 feet long. Fabricator qualifications: The bridge shall be fabricated in a facility certified by the AISC for major steel bridges and designed for easy assembly and disassembly in the field. Special lifting Requirements: The bridge shall be prefabricated into components such that no individual component exceeds 22,000 lbs. SHIPPING AND DELIVERY, PERFORMANCE, AND ACCEPTANCE: 1) Delivery shall be FOB destination on or before June 14, 2007. The BLM will provide off-loading services, and build the approaches. Shipping shall be by standard commercial practice and in a manner that will insure arrival at destination in a satisfactory condition and be acceptable to the carrier for safe transportation at the most economical rate to the Bureau of Land Management, Eugene District, Siuslaw Resource Area to designated field site located in T. 19S, R 7W, Section 22 on the Siuslaw River Access Road (BLM Road # 19-7-25.1) approximately 40 miles SW of Eugene, Oregon, USA. The road is paved asphalt to the delivery site. See attached vicinity map(s) at http://www.blm.gov/or/procurement/awards.php. Contractor/fabricator shall provide BLM at least three (3) working days notice prior to delivery of the product to the field site. Delivery shall be made between 8:00 am and 4:00 pm Pacific Daylight time Monday through Thursday, holidays excluded. 2) Acceptance - Final inspection and acceptance will be made by the Government at the place of delivery. EVALUATION FACTORS FOR AWARD - Award will be made to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the quoter. Past performance information may be based on the Governments knowledge of and previous experience with the quoter, or other reasonable basis. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussions with any or all quoters. QUOTATIONS SHALL INCLUDE: 1) The price for the contractor furnishing all labor, materials, equipment, supervision, transportation, shipping, and incidentals necessary to supply and deliver a portable bridge in accordance with the terms, conditions, and specification herein. 2) FAR provision 52.212-3 Offeror Representations and Certifications-- Commercial Items. 3) Quoters shall submit signed and dated quotes on either a SF1449 or letterhead stationary.
