Solicitation Number: N2149070012. On or about May 8, 2007, this office will issue a Request for Proposal for spraying noxious weeds at Badlands National Park, South Dakota. This solicitation is set aside for small business under the NAICS Code 115112 with a size standard of $6.5 million. The work of this project involves the aerial application of herbicide over Badlands National Park, Badlands Wilderness Area in Pennington County, to control the invasive weed Canada thistle. The area is characterized by rugged badlands terrain, with elevations averaging 2,500 feet. A total of 3,640 acres of land shall be treated. Estimated price range for this work is between $25,000-$100,000. The Government shall supply the herbicide Milestone (aminopyralid) plus Spreader 90 to treat 3,640 acres of Canada thistle in predetermined areas at the five ounce per acre rate of Milestone plus 4 ounce per acre rate of Spreader 90 with total solution sprayed between 8 - 10 gallons per acre. Water for mixing is the responsibility of the Contractor. The Contractor shall be responsible for procurement, handling, safeguarding, mixing, and loading, herbicide containers throughout the entire project. Application will occur within the plants growing season. Plant phenology and weather conditions will be monitored by the park staff and the contractor will be apprised of conditions at least weekly. Actual spray dates will be more definite near application time. The Contractor shall provide at least two spray helicopters. The application aircraft(s) shall be equipped with a microfoil boom system and global positioning system for mapping treatment areas, SITEMATE and SITEPRO software systems. The Contractor shall provide all necessary herbicide mixing and transport trucks, fuel trucks, and water trucks. Personnel to operate the above equipment and qualified mechanics shall be required of the Contractor. An on-site representative who can act on all matters relating to contractual matters shall be designated. The Contractor shall provide all security and maintenance of his equipment. Payment shall be based on the number of acres treated. The solicitation will only be available on the DOI website at http://ideasec.nbc.gov. Proposals will be due on May 18, 2007 at 2PM local time. Only hard copy proposals will be accepted. Electronic and/or faxed offers are NOT AUTHORIZED. Proposals shall be delivered to Badlands National Park, P.O.
