Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and supplemented with additional information included in this notice. This solicitation, and any subsequent award, incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-16. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items. The following factors shall be used to evaluate offers: price and the ability to meet the delivery date of June 14, 2007.; 52.212-3 - Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, contract Terms and Conditions Required to implement Statutes or Executive Orders - Commercial Items, 52.242-14 - Suspension of Work. This acquisition consists of two items. Unit of issue is ton. Unit prices quoted shall be per ton and include hauling and stockpiling. This project is located in Theodore Roosevelt National Park, South Unit and North Unit, North Dakota. Item 0001 - Cold mix asphalt pavement patch material, quantity 360 tons. Delivery Location: Theodore Roosevelt National Park, South Unit mix pit area approx. 6.5 miles in the park, Billings County, North Dakota. Item 0002 - Cold mix asphalt pavement patch material, quantity 264 tons. Delivery Location: Theodore Roosevelt National Park, North Unit mix pit area approx. 5 miles in the park, McKenzie County, North Dakota. Estimated cost range: $25,000 - $100,000. Delivery by date: June 14, 2007. Park staff will be responsible for mounding the cold mix on a daily basis. Scope of Contract: Furnish, haul, and tailgate dump Cold mix asphalt pavement patch materials. Equipment: All equipment used in the work shall be of the proper type, of a sufficient size, in good operating condition, and otherwise meet the equipment specifications for each type of maintenance work. The Contracting Officer may order removal and/or replacement of any unsatisfactory equipment at the Contractor's expense. All equipment must meet all Federal and State licensing and safety requirements. Safety: The Contractor shall exercise due caution and care when working to prevent undue conflict with public users of roads. Roads shall remain passable to traffic during the Contractor's operations. The Contracting Officer has authority to have deliveries stopped when weather or road conditions are unsuitable for the hauling of cold mix. If operations are stopped for any reason, the Contractor will be notified by the CO twenty-four (24) hours prior to resuming operations. Damage to Property: The Contractor shall be responsible for any damage caused by his/her personnel or equipment to any existing structures such as culverts, signs, cattle guards, and riprap protecting culvert inlets and/or outlets. Damaged items shall be repaired or replaced by the Contractor at no additional cost to the Government. Refuse shall be disposed in State-approved landfills or as approved by the COTR. Weight receipts will be required. Basis of Payment: The accepted quantities will be paid for at the contract unit price(s) quoted. This proposed contract is Full and Open competition, all responsible business sources may submit a quote, which submitted in a timely manner, will be considered.l The North American Classification System code (NAICS) for this acquisition is 324121 and the size standard is 500 employees. This announcement constitutes the only solicitation that will be issued for this requirement; quotations are being requested and a written solicitation will not be issued. Quotes are due by May 8, 2007, 4:30 p.m. local time. Offers shall be submitted to Theodore Roosevelt National Park, P.O.
