Description
Broad Area Maritime Surveillance (BAMS) Export Licensing: On 13 January 2007, the U.S. Department of Defense (U.S. DoD) and Australian Department of Defence (ADOD) entered into a Project Arrangement (PA) concerning Pre-System Development and Demonstration (SDD) Cooperation in development of the BAMS Unmanned Aircraft System (UAS). Per N00019-07-R-0001, Attachment 2 - BAMS UAS SOO at Section 3.1.10, "The Government will support industry-to-international industry discussions and agreements that could be of benefit to the BAMS UAS program. The Contractor will explore opportunities for international industrial participation in anticipation of potential Developmental Cooperative Programs and/or Foreign Military Sales (FMS) and prepare for Technical Assistance Agreements (TAAs) as necessary." Navy International Programs Office (NIPO) is available to assist in general export license questions, including matters related to export license application submittals. NIPO stresses the importance of industry coordinating with their company's export compliance personnel in the preparation of applicable export authorization requests, and ensuring that those requests are scoped appropriately. It is important to note that any assistance provided by NIPO is to be considered for informational purposes only. In addition, other guidance, forms, and examples of common shortfalls in export authorization requests can be found on the State Department's Directorate of Defense Trade Controls website (www.pmddtc.state.gov) in the reference library. Note that the ultimate authority concerning export licensing requirements resides with the Department of State and compliance with those requirements resides with the companies involved in the export. This notice in no way changes, alters, or otherwise modifies the requirements of the BAMS UAS Request for Proposals. ALL OTHER DISCUSSIONS, COMMENTS, OR QUESTIONS RELATIVE TO THE BAMS UAS PROGRAM AND THIS SOLICITATION MUST BE ADDRESSED DIRECTLY TO THE PCO.
