Description
The U.S. General Services Administration (GSA), Sonoran Area Team (SAT) Scottsdale Arizona is conducting a procurement under the authority of Federal Acquisition Regulation (FAR) Subpart 12; Acquisition of Commercial Items in conjunction with the methods, policies and procedures of Subpart 15; Contracting by Negotiation to support the Battle Lab Battle Command Ft. Huachuca (BCBL-H) in their mission to provide a visualization and predictive analysis tool which will identify and display asymmetric trends within a Contemporary Operating Environment (COE) and use those trends in the development, refinement, and nomination of potential enemy courses of action (COA). ATRAP will include advanced graphic and analytic computer programming applications to determine and display asymmetric trends within a specified geographic area. ATRAP will display asymmetric activity and trends via a time sequenced video visualization tool providing analysts and decision-makers context and situational awareness within their area of interest/responsibility. Using ATRAP, commanders and staffs will be able to explore and predict potential enemy COA within the operational environment and, in turn, use ATRAP?s output to develop, refine, or confirm friendly COAs. This contract includes custom computer programming services, systems engineering, program management, software development and system integration for the Asymmetric Threat Response and Analysis Program (ATRAP). The contractor must furnish the necessary personnel, material, and equipment to successfully perform under this contract.
