- This notice serves as a Request for Information (RFI) for the Mine Safety and Health Administration (MSHA). The Agency requires a Leadership Development Course for MSHA Enforcement Personnel. The purpose of the Leadership Training is to provide non-supervisory Mine Enforcement Personnel with leadership competencies that directly relate to the day to day functions of their work. The leadership training will enhance the technical skills and abilities of Mine Inspectors. Enforcement personnel work independently and the actions they take have a direct impact on the safety of miners. While they do not supervise anyone, their ability to lead has a direct impact on the Agency?s ability to make lasting improvements in miner safety and health. The training should be centered on leadership competencies critical to the Agency such as conflict management, accountability, organizational awareness, decisiveness, and service motivation. The purpose of this RFI is to identity companies that have experience in leadership training and knowledge of the mission of the Mine Safety and Health Administration as well knowledge of the challenges that Mine Enforcement Personnel face on a daily basis. MSHA intends to initially use a contractor to provide the training and then assume ownership the training course and make it apart of the MSHA Academy course catalog. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. Responses to the RFI will not be returned. All responses should include information on corporate capabilities and experience in developing/training Leadership Development Courses as well as any experience within the mining industry. MSHA would also like to receive any pricing information available. Responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Please submit responses in Microsoft Office format by 4:00 PM on February 22, 2007.
