Description
See the original posting for the description and notes since they continue to apply (subject to the additional notes and clarifications below). Note the following: The solicitation number (<SOLNBR>) is FA8217-07-R-64402 even though the original posting identified it as FD2020-06-6-4402. The incorrect number was used (above) only so that this amendment (to the original posting) could be easily traced to the original posting. The "99--Wideband Kit for Alpena" identified as the original posting's "<Subject>," and the "Wideband Kit" identified in the original posting's description, are hereby more specifically identified as "Wideband Threat Emitter Kit." The Government intends to solicit and negotiate with only one contractor (as explained in the original posting) under the authority of FAR 6.302-1. Note: Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The Government does not own the appropriate rights to some of the technical data that is needed to meet this requirement. The solicitation document will contain information that has been designated as "Military Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document (once the solicitation is released). All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact: Commander, Defense Logistics Information Service (DLIS), ATTN: U.S./Canada Joint Certification Office, 74 Washington Avenue North, Battle Creek, MI 49017-3084 or call the DLIS at (800)-352-3572. The DLIS United/Canada Joint Certification Lookup service is available via the Internet at: http://www.dlis.dla.mil.ccal/. Based upon market research, the Government will not be using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described items. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the company that the original posting listed as the sole source contractor. Reminder: The Government intends on using Integrated Product Team (IPT) Pricing, with the sole source contractor, from the time of solicitation issuance. Therefore, the solicitation that gets posted (electronically) will not be complete, but will only be adequate for immediately beginning IPT pricing with the sole source contractor.
