Description
The Space and Naval Warfare Systems Command in support of Naval Sea Systems Command, Program Executive Office Littoral & Mine Warfare (PEO LMW), Maritime Surveillance Systems (MSS) Program Office PMS 485 requires additional TL-29A arrays (and related engineering services) in order to support the Surveillance fleet in achieving its mission and intends to procure those materials and services as follows. This effort will specifically include: 1. New procurement of up to (4) additional TL-29A arrays 2. Conversion (and subsequent integration testing) of up to (6) submarine TB-29A arrays into (3) TL-29A arrays 3. Engineering services related to potential Engineering Change Proposals (ECPs) and negligible repair efforts 4. Provisioned Item Orders (PIO) for TL-29A. If awarded, this contract would include Program Management, providing a single point of contact for the Government; Financial management of the contract to include generation of monthly expenditure and man-hour reports, and administering a data management program. If pursued, this acquisition would provide for one (1) new TL-29A array in FY08 with an option for (1) additional new TL-29A array or a potential conversion (vice a new array). FY09 ??? FY11 will be option years with an option in FY09 and FY10 for one (1) new production array each year for the Japanese program, and an option in FY09 ??? FY11 for one (1) array conversion in each year. There would also be a requirement during FY08 ??? FY11 for an unknown quantity of PIO items and for engineering services to complete conversion work, ECPs, and negligible repair efforts. The Government believes that Lockheed Martin Maritime Systems and Sensors of Syracuse, NY with their previous requisite knowledge and technical expertise are the only contractor capable of fulfilling these requirements in a timely manner. They are the only contractor certified to build and test unique Twinline modules and to conduct TL-29A integration and factory acceptance testing. Lockheed Martin of Syracuse, NY is the only contractor that can accomplish these requirements without substantial duplication of cost and without unacceptable delays. It is anticipated this contract will be awarded in December 2007. The value of this contract is expected to be approximately $53,500,000. The NAICS code for this procurement is 334511.
