- The Defense Energy Support Center?s (DESC) mission is to provide the Department of Defense and other Government agencies with comprehensive energy solutions in the most effective and economical manner possible. DESC is requesting information about the feasibility of procuring TS-1 Aviation Fuel and transporting TS-1 directly to Arnold AFB, TN. A Requirements type contract is expected and the price of fuel will escalate based on an established posting and will be effective on the date of loading at the refinery or fuel terminal. Quantities and anticipated delivery schedule is as follows: The requirement is 600,000 US gallons (USG) or 3 shipments of 200,000 USG delivered directly to Arnold AFB, TN on or about 1 August 2007. Please note the 3 shipments of 200,000 USG would start on or about 1 August and continue for six to eight weeks. Fuel will be delivered into one 200,000 USG tank. DESC encourages all interested companies to submit a detailed response that specifically outlines the following. If you are unable to perform some part of the requirement please indicate what services you could provide in meeting the requirement: (1) The strategic interest of your company to pursue the business of purchasing and delivering TS-1 aviation fuel to Arnold AFB, TN. Note: TS-1 must be sourced from a refinery that produces TS-1 to the GOST standard. (2) Transportation concept: Provide refinery or terminal location where fuel would be loaded, how the product would be shipped (i.e., intermodal containers, commercial vessel, rail, etc), where the fuel would enter the U.S. and if able to do so, how the product would be transported to Arnold AFB, TN. (3) Provide procurement timeline (From the date of a notice of contract award how long would it take to procure the fuel and make delivery to Arnold AFB, TN). (4) Please provide cost estimates to purchase and transport TS-1 to Arnold AFB, TN. In your response, DESC requests that offerors include a breakdown of the cost of purchasing TS-1, the price to transport from refinery/terminal to a US port designated by the offeror and the final delivered price from the US port to Arnold AFB. Please be sure to include in your price any cost associated (i.e. hourly, daily, weekly, monthly) with leasing intermodal containers as the delivery tank has a capacity of 200,000 USG. The following clause outlines the specification requirements for the TS-1 fuel: C16.11 TURBINE FUEL, AVIATION (TS-1) (FIRST GRADE WITHOUT ADDITIVES) (OCONUS) (PC&S) (DESC APR 2006) (a) TS-1 aviation turbine fuel shall conform to the requirements of the English language version of GOST 10227-86, Specification, Fuels for Jet Engines, Revised Edition, March 1998, with Amendment Numbers 1 and 2, as published by IHS/Global (see paragraph (c) below) as modified below: (1) Notwithstanding the provisions contained in any notes or revisions to GOST 10227-86, any deviations from the norm for the required grade must be agreed to by the DESC Contracting Officer in writing. (2) TS-1 aviation turbine fuel is designated using the Cyrillic ?TC-1? in the IHS document. (b) The Contractor shall notify the DESC Contracting Officer immediately in writing of any later revisions to GOST 10227-86 that may affect the Contractor?s ability to supply fuel conforming to the requirements of this contract.
