- CONTRACT INFORMATION: The USDA Natural Resources Conservation Service (NRCS) in West Virginia requires the services of an Architect-Engineering (A-E) firm for performance of legal boundary surveys for the Wetlands Reserve Program (WRP) and Grassland Reserve Program (GRP) easements. This acquisition process is being conducted in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. THIS PROCUREMENT IS UNRESTRICTED and is therefore open to all businesses regardless of size. The primary North American Industrial Classification System Code (NAICS) is 541370. PROJECT INFORMATION: This announcement constitutes the only solicitation. The government contemplates the award of Firm-Fixed Price Requirements type contracts resulting from this competition. The initial contract period will be for one year and the government may, at its option, extend the contract to a maximum of five years by exercising each of the four one-year renewal options. Work under the contract will be subject to satisfactory negotiation of individual task orders regarding time of delivery and pricing. Task orders are expected to include land survey work on lands where NRCS and other USDA agencies are authorized to work under various programs. There is no guaranteed minimum for the base period or option periods if exercised. All drawings will be submitted using AutoCAD, version 2000 or later, or other similar CAD software that is directly convertible to AutoCAD. DESCRIPTION OF WORK: This specification shall cover the work required to obtain a legal boundary survey for warranty easement deeds for lands to be included in the USDA Grassland Reserve Program (GRP) and Wetland Reserve Program (WRP). These lands will be located in various locations in the State of West Virginia. The final maps will be sealed by a land surveyor licensed in the state of West Virginia. Prior to commencement of the surveys, the Natural Resources Conservation Service (NRCS) will furnish the contractors a copy of the following for each property: deed(s), tax map(s), county road map(s) and if requested GRP and WRP Application, Soil Survey map showing the land to be included in the easement, and Preliminary Certificate of Inspection and Possession. Within the time deadline established by the Notice to Proceed, which will be issued by the NRCS, the Contractor shall: (1) Verify the necessary recorded description(s) of the property on which the survey will take place to insure the easement description prepared conforms to the grantor?s ownership. (2) Survey the area to be covered by the easement, which shall include the routes of ingress and egress. The area to be surveyed will be marked in the field by NRCS and/or will be shown to the surveyor in the field by an NRCS representative and the landowner or his representative. While accomplishing the survey work, the Contractor shall insure that lines of cut, necessary to perform the survey, through timberland or other environmentally sensitive areas are minimized to the greatest extent possible, to only that necessary to accomplish the necessary survey. Before any areas are disturbed, the surveyor shall consult and have agreement with the NRCS representative. Agreement of areas to be disturbed should be accomplished during the site visit or at an agreed to date and time. The plat map shall show both the easement and the access route. (3) Set permanent monuments, which shall be installed by the surveyor at the time the survey is completed and prior to delivery of the plat of survey and legal description. Monuments shall be installed at all angle points. Acceptable monuments are: A. Underground magnetic markers. B. Four inch square or round concrete posts with a center point. C. 5/8? minimum diameter Epoxy coated rebar. D. 1? minimum inside diameter pipe. Minimum length for all monuments is 30?. All monuments will be set flush with or below the ground surface. The permanent monuments will be furnished by the surveyor. The permanent monuments will have a brass plate, aluminum cap, bronze cap, or other permanent identification (plastic caps will NOT be allowed) on each to identify each angle point by number, the conservation easement number, and Grassland Reserve Program (GRP) or Wetland Reserve Program (WRP), (i.e., a cap might be labeled AP1; CE 23-4; GRP and WRP standing for Angle Point 1 of the specified Conservation Easement Number, under the Grassland Reserve Program (GRP) and Wetland Reserve Program (WRP). (4) All monuments shall be identified with a witness post. In addition, witness posts shall be placed on the easement line between monuments when the distance between monuments is 500 feet or greater. Witness posts shall also be placed between monuments when the topography prevents a clear view between monuments. The maximum distance between witness posts shall be 500 feet. All witness posts shall be flagged with highly visible flagging and shall have the top six inches of the posts painted silver. Witness posts shall be a minimum of 78 inches in length with a minimum of 48 inches above ground and a minimum of 24 inches below ground. A sign, which will be provided by NRCS, shall be attached to each witness post. The sign will be attached to the witness post by galvanized nails or stainless steel bolts and nuts of adequate size to ensure the sign is securely attached to the witness post. The post shall be furnished by the surveyor. Acceptable posts are: A. Three inch diameter Southern Yellow Pine pressure treated to .4 pounds per cubic foot retention of chromated copper arsenate (CCA). Minimum length shall be seventy-eight inches. The top six inches shall be painted silver. OR B. ?T? shaped steel fence post 1 3/8? X 1 3/8? X 1/8? or heavier. Minimum length shall be seventy-eight inches. Fence posts color shall be green with the top six inches painted silver. (5) Provide a metes and bounds survey, in conjunction with the state plane coordinate system using bearings and distances and existing surveys of record. Prepare a map of the easement boundary and access location to be included with the legal description in the deed. Plat maps will be affixed with an official seal indicating the name and licensing number of the surveyor and a certified statement that the survey was done on the ground. All work will be done in accordance with West Virginia State Survey Regulations as delineated by the WV Board of Examiners of Land Surveyors and shall contain; (a) the angle-points clearly identified, (b) Ties to existing corners, (c) North arrow, (d) bar scale, (e) legend which identifies permanent monuments set, and (f) any other narrative information which adds clarification to the interpretation of the map. (6) Compute the area within the easement to the accuracy required by the state or county where the easement will be recorded. (7) Plot the easement boundary on a plot of the grantor's parcel, which contains the easement within its boundaries, to ensure the easement does not encroach on adjoining property. Any conflicts with any adjoining properties will be corrected by the surveyor, both on the ground, and on the plat map and legal description, by obtaining all necessary information to correct the encroachment. Include a tabular listing showing the state plane coordinates for each angle point. (8) Furnish the Contracting Officer within 30 days of issuance of task order the following; A. Three (3) original copies of the survey plat map, 11 inch x 17 inch in size. B. Three (3) original copies of the metes and bounds description, 8 ? inch x 11inch in size. C. Three (3) original copies, with original signatures, of the easement boundary plot in relation to the grantors property, 24 inch x 36 inch in size. (9) Payment will be made in accordance with FAR Clause 52.232-26, Prompt Payment for A&E Services contained in the contract. The Contractor will submit an invoice for payment to the NRCS Contracting Officer. Payment will be processed upon receipt of a certificate of completion. Payment will be direct deposited into the contractor?s account. The contractor must submit a completed SF 1199a Direct Deposit Sign-up form, if you have not already done so, to the Contracting Officer with the initial invoice for payment. SELECTION CRITERIA: Interested parties should submit qualifications on their company letterhead that addresses the rating criteria listed below. The SF-330, Architect-Engineer Qualifications form, is NOT being requested. The rating criteria shown in descending order of importance with items 1-3 essentially equal and items 4-5 also essentially equal. Qualification statements are limited to three (3) letterhead pages (8.5 x 11), single or double spaced, and printed front side only with a font size no smaller than 10pt. Professional Qualifications: Current West Virginia land surveyor license number. This is a pass/fail factor. 1. Professional capabilities to include specialized experience and technical competence. 2. Knowledge of the general survey area and local courthouse legal description/plat map requirements to include the number of surveys conducted in West Virginia within the last five years. 3. Capacity of the firm to accomplish the work. 4. Equipment capabilities, such as, total station, GPS survey grade field equipment, and AutoCAD drawing capabilities. 5. Past performance- with respect to cost control, quality of work, and compliance with performance schedules. 6. Specialized training- in areas such as AutoCAD, Engineering software (such as eagle point, civil soft, etc.), GPS, specialized training in surveying, and membership in West Virginia Association of Professional Surveyors (WVSPS). All firms will be evaluated on the above factors which are shown in descending order of importance. Selection of firms shall be through an order of preference based on qualifications necessary for the satisfactory performance of the type of professional services described above. All requirements of this announcement must be met for a firm to be considered to be responsive. Offerors that fail to submit the required information or adequately address the required information may be rejected. Interested parties must submit 2 copies of their qualification documents.
