- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Applera/Applied Biosystems, 850 Lincoln Centre Drive, Foster City, California 94404, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. Applera/Applied Biosystems is the equipment manufacturer and the only known source for service of its equipment. This request is for approximate one year Bioassurance Plan on the following existing equipment: 1) Voyager DE STR and 2) AP13000 Mass Spectrometer. The Bioassurance plan provides that the instrument is repaired at the customer site which includes all costs associated with instrument repairs including engineer dispatch charges, hourly labor rates and non-consumable covered parts with preventative maintenance calls. Respond to this requirement by submitting written capabilities/specifications to the Contract Specialist at the above address. This notice of intent is not a request for competitive proposals; however, all responses received within 2 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within 2 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Applera/Applied Biosystems. The NAICS Code/Size is 811219/6.5 M. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items.
