Description
It is anticipated that a non-competitive sole source purchase order will be issued for: 1. NSN 4730-01-173-1413, STRAINER, 4? IPS, DUPLEX, SEDIMENT STANDARD COMMERICAL DUPLEX STRAINER WITH DIVERTER CONTROL PLUG. STRAINER HOUSING, To the OEM: KRAISSL COMPANY SPEC DATA: MATERIAL: CAST BRONZE. BASKET MATERIAL: MONEL WITH 1/32" PERFORATIONS, CLASS 150 MSS FLANGED PORT, PIPE SIZE NPT: 4". SEEPAGE TEST IS TESTED AT 30 SSU AND 80 PSIG IN ACCORDANCE WITH KRAISSL VALVE PLUG SEEPAGE STANDARD A2353. ANY ADDITIONAL STRAINER OPTIONS ARE NOT REQUIRED. EACH STRAINER SHALL BE TESTED FOR SEEPAGE. THE SEEPAGE TEST SHALL BE PERFORMED IN ACCORDANCE WITH KRAISSL COMPANY VALVE PLUG SEEPAGE STANDARD #A2353 (9905) FOR THE APPROPRIATE STRAINER PIPE SIZE. ANY SEEPAGE BEYOND THE MAXIUM SEEPAGE RATE USING ISOPAR (KEROSENE), WITH A VISCOSITY OF 30 SSU AT ROOM TEMPERATURE. SHALL BE CAUSE FOR REJECTION. A SEPERATE TEST REPORT IDENTIFIED BY THE STRAINER SERIAL NUMBER SHALL BE PREPARED FOR EACH STRAINER PASSING THE SEEPAGE TEST. EACH REPORT SHALL BE SIGNED AND DATED AND A COPY FAXED TO THE CONTRACTING OFFICER AND ANOTHER COPY PLACED INTO THE RESPECTIVE STRAINER SHIPPING CONTAINER. THE COAST GUARD RESERVES THE RIGHT TO BE PRESENT AND WITNESS THE SEEPAGE TEST INSPECTION BY CONTACTING THE CONTRACTING OFFICER SEVEN DAYS PRIOR TO TESTING. END USE: STRAINER FOR SEA WATER COOLING SYSTEM. NATIONAL CONFERENCE OF STANDARDS LABS, ANSI/NCSL Z540-1 CALIBRATION LABORATORIES AND MEASURING EQUIPMENT, DATED JAN, 1994. CALIBRATION SYSTEM: THE CONTRACTOR SHALL BE REQUIRED TO MAINTAIN A TEST EQUIPMENT CALIBRATION PROGRAM IN COMPLIANCE WITH ANSI/NCSL Z540-1. THE PROGRAM SHALL BE DOCUMENTED AND TRACEABLE TO THE NATIONAL INSTITUTE OF STANDARDS (NIST). THE CALIBRATION SYSTEM RECORDS SHALL BE MAINTAINED FOR INSPECTION FOR THE DURATION OF ANY CONTRACT REFERENCING THIS SPECIFICATION. NATIONAL CONFERENCE OF STANDARDS LABS (ANSI/NCSL) 1800 30TH ST., SUITE 305B BOULDER, CO 80301 303-440-3339 SPECIAL PACKING: EACH DUPLEX STRAINER SHALL BE INDIVIDUALLY PACKED AND BOLTED IN ITS OWN SKID MOUNTED SHIPPING CONTAINER CONSTRUCTED OF 3/4" THICK LUMBER OR PLYWOOD.MFG: KRAISSL COMPANY, P/N 72-48F, 15 EACH FOB Destination to USCG ELC, 2401 Hawkins Point Rd, Baltimore, MD 21226. Delivery is required within 30 days or less . It is the Government?s belief that only KRAISSL COMPANY, the Original Equipment Manufacturer, possesses the required technical and engineering specifications, drawings, etc., to successfully manufacture these parts and ensures fit, form, and function compatibility with existing equipment. All information regarding the ventilator is proprietary to KRAISSL COMPANY, 299 WILLIAMS AVENUE, HACKENSACK, NJ 07601 The Government did not procure this information, or the rights to use this information, when the original items were procured. Therefore it is the Government?s intention to solicit only with KRAISSL COMPANY and/or their authorized distributors. Quotations shall be evaluated in accordance with FAR 13.106-2 ? Evaluation of Quotations or Offers. Concerns having the expertise and required capabilities to furnish the above components are invited to submit complete information discussing the same within 3 calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate the acceptability of the offered components (i.e., salient physical, functional, and performance characteristics) and/or (2) Data that the offered parts have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does NOT intend to pay for information solicited. The actual REQUEST FOR QUOTATION (RFQ) WILL BE AVAILABLE FOR DOWNLOAD FROM FEDBIZOPPS (www.fbo.gov) on or about 5/1/07. Contractors shall use ORCA to electronically submit annual representations and certifications (REPS & Certs) in accordance with FAR Clause 52.212-3. It is the offerors responsibility to monitor FEDBIZSOPPS for changes or amendments to the RFQ. See Government-wide Numbered Note 1. The award is anticipated on or about 5/9/07.
