Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest and availability of HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns for Creation, Operation, Maintenance and Management of the Massachusetts Military Reservation Environmental Data Management System (MMR EDMS). The NAICS Code for this work is 541690. Work will extend over a 5 year period. PROJECT DESCRIPTION: The MMR EDMS was created in June 2002 to provide to a central database of information generated by the Impact Area Groundwater Study Program (IAGWSP). The MMR EDMS provides the various stakeholders with access to this valuable data t hrough a secure website. The types of data that are stored and accessed through EDMS include: chemical analytical data, unexploded ordnance (UXO) data, and geophysical data in a SQL Server database, GIS data in a variety of GIS formats, documents and Met adata in a structured administrative record SQL Server database, geophysical data in a variety of geophysical data formats, and an online searchable archive search report. EDMS provides stakeholders with the ability to upload, query, and download chemical analytical data, UXO data, GIS data, geophysical data, well construction diagrams, boring logs and administrative record documents; and to view and search the archive search Report. EDMS also provides online interactive mapping of IAGWSP data including s everal years of digital orthophotos, GIS basemap layers, and all of the chemical analytical and UXO data locations in the EDMS database. The MMR EDMS data structure is based at the Air Force Center for Environmental Excellence (AFCEE) Environmental Resourc es Program Information Management System (ERPIMS). The MMR EDMS data model differs slightly from the ERPIMS data model whereby fields have been added to the ERPIMS data tables to meet the MMR EDMS project needs and by the creation of new tables to handle UXO and Geophysical data. In addition to operation and maintenance of the MMR EDMS database and documents, the MMR EDMS Contractor will also be responsible for: 1) Performing quarterly conversion from the EDMS database structure to the United States Army E nvironmental Center (USAEC) Environmental Restoration Information System (ERIS) data structure, and uploading the electronic data deliverable (EDD) to the USAEC ERIS website for inclusion in the ERIS database. 2) Creating quarterly exports of the documents and their associated metadata in the administrative record, and providing them on cds in PDF (documents) and excel (metadata) format to USAEC document management staff. 3) Producing monthly progress reports, monthly Tentatively Identified Compound (TIC) and dye tables, biweekly perchlorate reports, biweekly explosives reports, biweekly PDA reversal tables, and biweekly recent detects tables and 4) Maintenance of the web pages and content of the IAGWSP Public website (http://groundwaterprogram.army.mil), w hich resides on servers at the USAEC, in coordination with USAEC IM/IT staff. Content and requests for modification of web pages is provided by IAGWSP staff. GOVERNMENT FURNISHED MATERIAL: The following information will be provided to the contractor who is selected for the contract: chemical analytical data, UXO data, and geophysical data in a SQL Server 2000 database; GIS data in a variety of GIS formats; docu ments and metadata in a structured administrative record SQL Server 2000 database; geophysical data in a variety of geophysical data formats; well construction diagrams and boring logs in PDF format; and the archive search report document in searchable ele ctronic format. a) The current data management plan, system architecture plan, system security plan, and stakeholder reference manual; b) The MMR Quality Assurance Project Plan (QAPP) and Field Sampling Plan (FSP); and c) All html code from the EDMS and IA GWSP websites. PRIOR PROJECT EXPERIENCE: The contractor would be required to have the following capabilities: a) Managing data for an environmental investigation and remediation project of the size and complexity of the MMR IAGWSP. b) Managing an Oracle or SQL Server chemical analytical database of the size (2.8 millio n records) and complexity of the MMR EDMS. c) Managing an Oracle or SQL Server ERPIMS database, working with the AFCEE ERPIMS help desk, processing data through ERPTools software to ensure ERPIMS compliance, and resolving ERPTools errors. d) Managing an O racle or SQL Server database containing chemical analytical data including explosives, perchlorate, metals, VOCs, and SVOCs. e) Managing an Oracle or SQL Server chemical analytical database for soil and groundwater matrices. f) Managing an Oracle or SQL Se rver database containing UXO data, geophysical data, GIS Data, well construction diagrams, and boring logs. g) Managing an Oracle or SQL Server chemical analytical database with Electronic Data Deliverables (EDDs) and EDD checking algorithms. h) Creating, operating, maintaining, and managing an Oracle or SQL Server database and website to provide program-level automated data review and data management services. i) Facilitating the workflow of chemical analytical data from sampling to laboratory analysis to automated data review to data validation to data loading into a production Oracle or SQL Server database. j) Providing online interactive mapping of data including digital orthophotos, significant GIS basemap layers, and all locations in an Oracle or SQL Server chemical analytical database, and using innovative methods to process interactive map requests quickly. k) Providing internet access to Oracle or SQL Server database content through a secure web browser interface, without the installation of additio nal client software. l) Creating, operating and maintaining user-friendly secure website interfaces that use innovative methods to allow users of all levels of technical need and ability to efficiently upload, query, and download chemical analytical data, UXO data, geophysical data, GIS data, well construction diagrams, boring logs and documents. m) Creating and maintaining user permissions to restrict or allow access to portions of an Oracle or SQL Server database, to database functions, and to web pages a nd content based on user login. n) Providing daily database content technical support via telephone and email to remediation contractors and other stakeholders, including resolving issues with chemical analytical EDDs and responding to chemistry and datab ase questions from labs and remediation contractors. o) Exporting data from ERPIMS to the USAEC Environmental Restoration Information System (ERIS) data format, and working with Army Environmental Center IM/IT and database staff. p) Managing an Oracle or S QL Server database containing Documents in a structured Administrative Record, with associated metadata, providing an indexed, searchable, online document repository, and performing periodic bulk exports of documents and metadata to CD. q) Using innovative methods to efficiently produce periodic reports from an Oracle or SQL Server database. KEY PERSONNEL: The following personnel would be required: Primary Data Manager; Chemist providing support to the Primary Data Manager, if different from Primary Data Manager; Database Programmer; Website Programmer and Project Manager, if different from Pr imary Data Manager. Interested firms should submit a capabilities package to include the following: business classification size (e.g. HUBZone, etc.), demonstrated expertise and qualifications in performing the work requirements stated above. Specifically include in the pac kage documentation of prior project experience, resumes of key personnel stated above and URLs of relevant chemical analytical database websites. Submission should not exceed 20 pages. Responses are due May 15, 2007.
