Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. This procurement will result in the award of a firm fixed-price construction contract. Proposal evaluation will be based on offeror responsiveness and responsibility and technical factors that include: Past Performance, Relevant Experience, Team Qualifications, Construction Schedule, and Small Business Subcontracting Effort & SDB Participation. This is a MILCON Project. Offerors shall submit a price proposal for all work complete for the Base Line Item and one Option Line Items. Base Line Item 0001 consists of 100% plans & specs for the construction of approximately 62,000 SF of a 3 story addition with an 8 story elevator tower and an area of alteration and partial renovation of approximately 28,000 SF. The addition has a concrete frame with a precast concrete skin, curtain wall glazing system, aluminum louvers and aluminum entrances. The roof structure is a sloped concrete deck covered with rigid insulation and a modified bituminous roof system. The addition will have two eight-story electric traction elevators. Site work shall include the construction of a new retention pond, storm and sanitary lines. One new generator and one new fuel tank will be added in this project. Option Line Item 0002 work consists of the construction of a fifth floor in-patient pharmacy. Attention should be given to Section 01140 of the Statement of Work concerning ?Special Scheduling Requirements? and ?Occupied Buildings?. The hospital will remain in operation during the construction and the work has limited phasing to allow hospital functions to be maintained with a minimum of interruptions. The total estimated price range for this project is $22,344,300.00 to $24,827,000.00 with a total construction schedule of 896 calendar days from the date of contract award. This project will be a phased construction project with separate liquidated damages for each phase of work/option. The NAICS for this procurement is 236220 with a size standard of $31,000,000. The solicitation will be available on or about 15 May 2007. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. Please be sure to register for the solicitation on ESOL to receive notice of possible future amendments. The anticipated date for the Pre-Proposal Conference/Site Visit is 31 May 2007 with Proposals due on 06 July 2007. The solicitation package will give exact dates and location.
