- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) with Raytheon Company, 2501 West University Drive, McKinney, TX 75071, with a ceiling amount of $11,182,300.00. The BOA will cover a five-year period and include line items for spares and replenishment acquisition, repair actions, calibration, assembly modification, design upgrades, depot part lay-in, engineering support and training services of Raytheon Company proprietary systems, assemblies and subassemblies in support of Special Projects Aircraft and P-3 Derivative Aircraft. This requirement will be negotiated on a sole-source basis in accordance with statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. All test benches, drawings, software and test procedures for the radar systems are proprietary to Raytheon Company and are not available from the Government to be provided for this procurement. This notice is not a request for competitive proposals . A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
