Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The NAICS code for this acquisition is 518210. STATEMENT OF WORK - The Office of the Comptroller of the Currency (OCC) requires a responsible vendor to provide a convenient, electronically accessible dataset consisting of loan-level data on home equity and nonprime loans pools in non-agency mortgage-backed securities. The vendor shall be a proven leader in mortgage securitization information, with twenty years or more of experience. At a minimum the dataset shall include the following descriptive details for each observation in the dataset: series number; pool identification; deal number; group number; unique loan identification; loan number; period data first received; property zip code; property state; property type; number of units; occupancy status; origination date; maturity date or last due date of the loan; first payment due date for the loan; loan origination amount; balance at closing date; interest rate at closing date; property sale price; property appraisal value; product type; original stated loan term in months; initial or original interest rate as of the loan?s first payment date; back end debt to income ratio; front end debt to income ratio; loan type; loan purpose; payment frequency; loan source; buydown; loan document level; private mortgage insurance issuer code; convertible flag; original loan-to-value (LTV); servicer fee rate; negative amortization flag; negative amortization limit; margin for adjustable rate loans; interest rate cap for adjustable rate loans; interest rate floor for adjustable rate loans; pay cap for adjustable rate loans; pay floor for adjustable rate loans; maximum lifetime interest rate for adjustable rate loans; minimum lifetime interest rate for adjustable rate loans; rate reset frequency in months for adjustable rate loans; pay reset frequency for adjustable rate loans; initial fixed interest rate period in months for adjustable rate hybrid loans; initial fixed principal and interest payment period in months for adjustable rate hybrid loans; amortization term; FICO score at origination; lien position; paper grade; standardized paper grade; prepay penalty; prepay penalty term in months; first rate cap; mortgage insurance coverage percent at origination; effective LTV of loan after taking into account pledged assets; LTV of first lien; LTV of second lien; combined LTV of all liens on the loan at security issuance; servicer of loan at security issuance; originator of the loan; last paid interest; current actual principle balance; current interest rate of the loan; total payment due; scheduled principal portion; scheduled monthly mortgage principal & interest payment; delinquency status for each loan for a month; delinquency history for the past twelve months; foreclosure start date; foreclosure end date; payoff date; real estate owned date; current scheduled or investor balance; interest rate at next reset for adjustable rate loans; loss amount; and net pass through rate. The vendor shall include documentation of the processes used in creating and updating the dataset and dictionary describing the data fields. The data set shall be updated monthly. Changes to the data or the inclusion of new data must be clearly identified in each update. The datasets must be accessible to allow OCC employees to extract the datasets and convert them into a standard database program. OCC staff reserves the right to share the datasets with other OCC employees, regardless of location. OCC employees must be able to make public presentations of their analysis of the dataset, in written, graphical or chart form. OCC employees must be able to use their analysis of the dataset to publish journal articles, working papers, or other articles. OCC employees must be able to use the analysis of the dataset in their bank examination role. The vendor must have a proven expertise as a source for mortgage market analysis and research. The vendor must be willing to provide technical support to OCC users of the dataset, including guiding OCC users through the use of the data. The vendor must include a detailed description of the planned technical support. The vendor must provide documentation that addresses both data and functionality. The vendor must include appropriate price information, including the cost of providing the service for one year. The OCC requests that the vendor provide pricing for a base year plus four twelve month options. The base period will be from date of award through September 30, 2007. However, for evaluation purposes the OCC will evaluate prices for the period of June 1, 2007 through September 30, 2007 (base period), plus each option period. Optional Item: In addition to the dataset the OCC may want the vendor to provide a web-based analytical tool that would permit users to conduct online analysis of the mortgage market, including delinquency performance, prepayment speeds and composition of asset backed securities and mortgage backed securities pools every month. The vendor must provide a 30-day trial for the OCC to evaluate this option. The vendor must provide technical support to OCC users of the web-based analytical tool. The vendor must include a detailed description of the planned technical support. The vendor must provide documentation that addresses both data and functionality. The vendor must include appropriate price information, including the cost of providing the service for one year. The OCC requests that the vendor provide pricing options depending on the number of users for a base year plus four twelve month options. The base period will be from date of award through September 30, 2007. However, for evaluation purposes the OCC will evaluate prices for the period of June 1, 2007 through September 30, 2007 (base period), plus each option period. The vendor must provide a copy of its licensing agreement/terms and conditions. CLAUSES/PROVISIONS: FAR Provisions: FAR 52.212-1 Instructions to Offerors-Commercial; FAR 52.212-2 Evaluation Criteria. SECTION 508 - 1052.239-70(OCC). Requirement for Compliance with Electronic and Information Technology Accessibility Standards. All electronic and information technology (EIT) procured through this contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.accessboard.gov/sec508/508standards.htm) The following standards have been determined to be applicable to this contract: 1194.22 Web-based intranet and internet information and applications. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the EIT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future. All interested offerors shall respond electronically by submitting separate price and technical responses. Award shall be placed with the vendor that is determined to be the best value to the government price and other factors considered. EVALUATION CRITERIA: 1. Technical Capability: Documentation on how the dataset meets and/or exceeds all the requirements listed in the Statement of Work above. Documentation on the approach, validation and processes used in creating and updating the dataset; and a description of the technical support that will be provided to OCC users. 2. References: The response must include three (3) relevant references of clients who have or are currently using the model. References must include a contact name, telephone number, and email address. 3. Section 508: Vendors are encouraged to complete the voluntary template for standard 1194.22 ? Web-based intranet and internet information and applications. If you do not have this template, please contact the point of contact named below. 4. Pricing: The contractor must submit pricing for a base period (for evaluation purposes 06/01/2007 ? 09/30/2007), plus four (4) twelve month option years (CLIN?s 0001, 1001, 2001, 3001, 4001), CLIN 0002 ? 30 day trial of an analytical tool (if available), CLIN 0003 ? Option Item - Purchase of the Analytical Tool for the base period and each Option Year (CLIN 1003, 2003, 3003, 4003).
