- The Internal Revenue Service (IRS) is currently interested in gaining information through market research from companies that provide Search and Recruitment Services. The IRS is seeking Contractor assistance for comprehensive search and recruitment services to aid in filling three categories of positions: 1. Executive Level Positions under the IRS Streamlined Critical Pay Authority (positions to be filled may be at the 1st to the 4th executive level below the Commissioner within the IRS hierarchy); 2. Senior Executive Service (SES) Candidate Positions (within the IRS and/or U.S. Department of the Treasury); and 3. Entry-Level Executive Candidate Development Program (CDP) Positions (individuals identified from the search will compete to become a part of the IRS? Candidate Development Program for potential executives. CDP graduates are usually placed in an entry-level executive position within 2 years of successful program completion). The applicants for the Streamlined Critical Pay Authority positions must meet the current requirements of the Streamlined Critical pay requirement as defined in the RRA code (RRA 98 law 105-206, Chapter 95 Section 9503). The applicants for the SES and CDP positions must meet strong leadership and management competencies as outlined in the Office of Personnel Management Executive Core Qualifications (www.opm.gov/ses/ecq.html). The North American Industry Classification System (NAICS) code for this service is 561310 and the small business standard is $6.5M. The purpose of this notice is to obtain Technical Capability Statements from small businesses with expertise in this industry. The information received will help to determine the acquisition methods to be utilized based on the extent and nature of realistic competition which may exist. In addition to a Technical Capability Statement, Contractors shall also provide answers to the following questions: 1. What is your business size (small or large, according to the size standard stated above for this industry)? 2. What is your socioeconomic status? (i.e., women-owned, small-disadvantaged, veteran-owned)? 3. Are your services on the GSA schedule, and if so, what is your GSA contract number? Interested parties should submit Technical Capability Statements of no more than five pages and answers to the above questions to christina.l.smith@irs.gov no later than May 16, 2007. This is not a Request for Proposals (RFP) and is not a commitment by the Government to issue a solicitation or award a contract on the basis of the information received.
