Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Measured Solutions, Incorporated, of Greenville, South Carolina, for the acquisition of FAVIMAT Testing Instrument to be used by the Polymers Division at NIST in Gaithersburg, Maryland. *****Sole source determination is based on the need for the instrument to be identical to the ballistic fiber industries? existing technology. The FAVIMAT, an automated single fiber testing machine (SFTM), is the standard equipment used by ballistic fiber manufacturers for the measurement of single fiber properties. This equipment is being purchased to develop testing methodologies that will be used by NIST/The Office of Law Enforcement Standards (OLES) and the manufacturers to monitor the performance of soft body armor. The instrument will be used to automatically measure the strength, strain-to-failure, and modulus of single fiber ballistic fibers. These properties have been theoretically linked by researchers to their ballistic performance. Therefore, determining these properties on small amounts of material may provide a minimally invasive testing methodology for monitoring the in-use performance of soft body armor. The essential automation requirement will be the sequential loading of 100+ individual fibers into the SFTM from a suitable multi-fiber transfer device. After the fibers are placed in the transfer device, the automated instrument, without human intervention, shall perform a tensile test on each fiber, analyze the data in terms of modulus, strain-to-failure, ultimate tensile strength. The instrument will then, again without human intervention, merge the data from the individual tests and provide a report that includes the average values of the above properties with statistical distributions. Measured Solutions, Incorporated, is the only known vendor capable of supplying the required testing instrument. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor?s commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 17, 2007 will be considered by the Government.
