Description
NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) announces its intention to negotiate a sole source follow-on award with the Health Research Educational Trust (HRET), Chicago, IL. CDC has an on-going study to continue to collect data from hospitals, emergency departments (EDs), and urgent care centers (UCCs) in the assessment of HIV testing policies and practices nationwide. The anticipated performance period is twenty-four months. Specifically, the contractor shall continue to perform the following tasks on this project: TASK 1: Administer and maintain the hospital data inventory from approximately 1,100 to 2,500 health care sites. These activities shall include database entry, analysis, and protocols. TASK 2: Study methodology and survey instrument development. This will include a pilot test of the instrument. TASK 3: Sampling methods. Develop a sampling design plan in consultation with the CDC. TASK 4: Office of Management and Budget (OMB) clearance packages. Develop an OMB package for submission including all components such as the Federal Register Notice (FRN). TASK 5: Continued survey administration on the recruited study participants. TASK 6: Data Entry and Analyses. Continued analyses will be conducted in consultation with and under the guidance of CDC. The analyses will include trends and comparisons of HIV testing in hospital settings using established data inventories. All presentations and publications from the data analyses under the award will be restricted. TASK 7: Prepare reports describing the continued methods used in the data collection, analytic procedures, and other findings. HRET?s long-term experience with this study will help ensure the most efficient implementation of this follow-on project for the following reasons: a) HRET has worked on this project for two years and is already familiar with the study participants. b) HRET past participation and existing data inventory are critical for ongoing study resolutions. c) Time constraints imposed by CDC for target study participants, group data, publications, site reporting, require HRET continued work on this project. CDC intends to negotiate this requirement with HRET under the authority of FAR 6.302-1 and HHSAR 306.302-1, Only One Responsible Source, and 41 U.S.C. 253(c)(1). This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement.
