- Description
- Design/Build P-101V will provide a new Training Building for Naval Supply Corps School and Design/Build P-104V will provide renovation to Building 1183, both at Naval Station Newport, Newport, Rhode Island. The contract will be a firm fixed price contract awarded to the best value offeror in accordance with FAR PART 15 and 36 using the Best Value Source Selection procedures. This solicitation will be listed as N40085-07-R-3214. Design/Build P-101V will provide a new Training Building for Naval Supply Corps School. Design/Build P-104V will provide renovation to Building 1133, providing renovation to approximately 15 ksf of the existing building. The contract to budget award amount is $24,770,000.00. This solicitation shall utilize the Two-Phase Design/Build Source Selection Procedures per FAR Part 36. A maximum of five (5) offerors will be selected to submit Phase II proposals. Requirements for the technical Source Selection criteria factors are as follows: Phase I: (1) Corporate Experience (2) Past Performance (3) Safety-Construction Firm. Phase II: (4) Small Business Sub Contracting Effort Safety Performance (5) Technical Approach. Requests for Phase II proposals will be by amendment. The government reserves the right to reject any or all proposals prior to award; to negotiate with any or all offerors; to award the contract to other than the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous to the government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The Request for Proposals (RFP) will be issued on or about Wednesday, 09 May 2007. Tentative date for Phase I Technical Proposals will be on or about Friday, 01 June 2007, 2:00 PM (EST). Tentative date for Phase II Technical and Price Proposals will be scheduled by amendment. This solicitation is available in electronic format only. All documents will be in Adobe Acrobat PDF file format. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Solicitation website. Only registered contractors will be notified, by email, when amendments to the solicitation are issued.
