- THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFP FOR A FULL SCALE RADIATOR DEMONSTRATION UNIT SECOND GENERATION RDU. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFP and a written amendment will not be issued. The purpose of this amendment is to provide definitions for the acronyms utilized in Attachment C: Cost/Pricing Spreadsheet as well as additional guidance for the same. The due date for receipt of offers is not further extended and remains 5:00 pm EST Wednesday, May 16th, 2007. The defined acronyms and additional guidance follow. FTE - Full Time Equivalent: Identify the number of Full Time Equivalents corresponding to each Standard Labor Category. An FTE may be comprised of one employee or several part time employees. PHCF - Productive Hour Conversion Factor: The PHCF is defined as the total number of productive work hours in a year excluding overtime and compensated leave (vacation, holidays, etc.). The cost of non-productive time shall be classified as indirect expenses and included in Indirect Cost calculations. Total Staffing Template (TST) For each FTE the Offeror shall indicate whether the position is Exempt or Non-Exempt from the Service Contract Act of 1965 (as further defined in FAR 52.222-41), or if subject to applicable Department of Labor Wage Determination (DOLWD) or Collective Bargaining Agreement(s) (CBA). Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on April 4th, 2007. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
