Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement is set aside for small business. SPECIFICATION: This notice is being issued as a Request for Quotations (RFQ)] for: ITEM 1, Qty 1, SDR and Signal Processing Development System; ITEM 2, Qty 1, Option for additional 250K (minimum) logic cells of Xilinx, FPGA processing capabilities; ITEM 3, Qty 1, User support. Please see the Solitication Instructions that follow the specification portion of this solicitation. The Contractor shall furnish Items 1 through 3 which shall meet the following specifications: SDR and Signal Processing Development System 1. BASIC REQUIREMENT: This specification is for a hardware and software platform to be used for the development of real-time communication waveforms and signal processing applications. The system shall be based on VME form factor and implement VXS board connections so that the system can scale processing power effectively without cable bridging between interconnect schemes. The host operating system shall be Linux based with the development environment Windows based. The integrated system shall meet the following minimum specifications: Shall provide a minimum of 2 A/D channels (non multiplexed input, non interpolating, and no sigma delta architectures) with a minimum 500M samples/sec sample rate and minimum of 10 bit samples. Shall provide a minimum of 2, high speed D/A channels (no sigma delta architectures) each with a minimum sample rate of 500M samples/sec and minimum of 10 bit samples. Shall provide a minimum of 2, low speed D/A, channels each with a minimum sample rate of 10M samples/sec and minimum of 10 bit samples. Shall provide a minimum of 1 host controller board with the following requirements: ? Minimum of two processors with a minimum clocking rate of 300MHz ? 10/100 Ethernet interface ? Minimum of two XMC/PMC sites and one of the two XMC/PMC sites unused ? Minimum of 16M bytes of flash per processor for boot image storage ? Software drivers compatible with Linux operating system ? Support VME master configuration ? Each processor has minimum 128MB of local DDR memory ? RS-232 UART port ? Ethernet port that supports command and control, debug and downloading of boot images. Shall provide an integrated VME based system chassis with 6U format card support and VXS (VITA 41) support. All chassis boards to be 6U, VME/VXS form factor, VITA 41.0 compliant, and support Serial RapidIO or Aurora connectivity. Shall provide a minimum of one VXS (VITA 41.0) capable switch card, or provide a chassis that is mesh compatible with point to point VXS links. All user defined FPGA?s for user defined application use shall be Xilinx type FPGA?s from the family of, Virtex PRO II, Virtex 4, or Virtex 5. The system shall provide a minimum of 410K total logic cells in user defined Xilinx, FPGA devices. All of our development tools and processes have been focused around application development based upon the Xilinx devices which are not compatible with other FPGA manufacture devices. Logic cell values are defined on Xilinx data sheets on their website. User defined FPGA?s are those FPGA?s not used for other system resources but are used primarily for user defined applications, and are in the normal data path processing chain. Control FPGA?s do not count towards this minimum gate count. Of the 410K total logic cells, a minimum of 40K logic cells shall be directly connected (in the data path) to primary pair of A/D?s and minimum of 40K logic cells shall be directly connected (in the data path) to primary pair of high speed D/A?s. All user define FPGA?s for user defined applications shall have direct access to VXS communication links, or directly linked to A/D or D/A?s. Initial integrated system shall have sufficient chassis slot space and VXS capability to upgrade with an optional board or boards to add an additional 250K minimum logic cells of Xilinx, FPGA processing capability accessible via the VXS switch fabric architecture. Shall provide a minimum of two independent 1 Gbyte minimum each DDR memory banks that is directly accessible via FPGA resources for development of user defined FIFO buffers. Operating environment of delivered, integrated system shall allow for operation in indoor environment. Final integrated system shall be powered with nominal 110VAC, 60Hz and shall have sufficient power to meet all supplied board power requirements in chassis. All boards to be supplied with developers kit containing FPGA interface wrapper code, interface software, constraints file and reference designs. All boards shall be supplied with Linux compatible drivers and libraries for on board devices that require drivers which shall allow for compilation and linking towards creating a Linux loadable and bootable operating system image. Documentation for each board shall provide sufficient detail to program the various devices, describe the data flow, describe the architecture, control the board, load user defined program data in appropriate flash memory areas, interface specifications and electrical connections, and descriptions of wrapper code. 2. OPTIONAL ITEM: Optional component to be priced as a separate item: 1) Board(s) and software to upgrade initial system with an additional 250K (minimum) logic cells of Xilinx, FPGA processing capabilities. The contractor shall use their configuration to meet this requirement and that fits into the item 1 chassis. 3. USER SUPPORT: Contractor shall provide their commercial user support. Contractor shall furnish the following information with their offier: the time period that user support is provided and what the support consists of for commercial customers. DELIVERY: Delivery of items 1 and 2 shall be to NASA Glenn Research Center, 21000 Brookpark Road., Cleveland, OH 44135 (Receiving, Bldg 21) are required within 60 days after receipt of order. Item 2 is required wihin 60 days after the option exercise date. Delivery shall be FOB Destination. SOLICITATION INSTRUCTIONS: The DPAS rating for this procurement is DO-C9. Note for those proposing advance payments: FAR limits advance payments for commercial items to not greater than 15% of the total price for the item. If you require payment in advance, do NOT exceed this limitation. Note for those proposing shipping costs: any costs for shipping shall be included in the quoted price of each item. DO NOT quote shipping separately. Note to those proposing their terms and conditions: provide a copy of such for evaluation by the Government. The Government is NOT subject to state sales tax or laws of a specific state. Therefore, either line out such language or clearly state what terms are not subject to the Government for the instant procurement. Note to those offering imported items or items subject to duties, freight and insurance: The proposed price SHALL include all duties and shipping and costs. The Government is self insured and does not pay extraordinary insurance other than that already included in normal shipping practices. Your offer should include: FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), Cage Code, DUNS identification number, Representations and Certifications, identification of any special commercial terms, description of items offered per 52.212-1 (and as modified), and the offer shall be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation (Ensure that the ?track changes? feature is turned off when word processing this form). Fill in Block 17a including CAGE and DUNS codes. Faxed offers are acceptable. A copy of a published price list, catalog price or computer page printout showing the price for Items (List Item Numbers) may also be included if desired. (Note, the Contracting Officer may request this information if only 1 source provides an offer). Offerors shall provide the information required by FAR 52.212-1. Offerors may cite the web site that demonstrates all specifications are met for the item offered in lieu of providing a paper copy. Web sites that are not viewable for any reason for up to 5 business days after the offer due date may result in the offer being determined to be non-responsive. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offerors shall so state and shall list the country of origin. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer or the following paragraph: The offferor has completed the annual representations and certifications electronically via the ORCA website. These may be obtained via the internet at URL: http://prod.nais.nasa.gov/eps/Templates/Commercial_Greater_Than_25K.doc . These representations and certifications will be incorporated by reference in any resultant contract. After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, have been entered or updated in the last 12 months, are current, accurate. complete and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation, as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs _______________. Offeror to identify the applicable paragraphs at (b) through (j) of this provision that the offeror has completed for the purposes of this solicitation only, if any. The provisions and clauses in the RFQ are those in effect through FAC 05-14. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334516 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by May 9, 2007, 4:30 p.m. local time and may be mailed or faxed to Michele U.
