- National Cancer Institute (NCI) plans to procure services on a sole source basis, with Ms. Waltraud Mueller, Dr. Enders Street 5 Pfreimd, Germany 92536, regarding: Correlative fluorescence and x-ray and cryo-electron-tomography of transcriptionally active chromatin. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. The purpose of this procurement is to acquire the services of a biologist to perform correlative fluorescence and high resolution microscopy. Specifically, the services entailed are: 1) acquire images of transcriptionally active chromatin by fluorescence microscopy; 2) find the same region in the same cell and with the help of our collaborators in Germany; 3) image it again with one of two higher resolution techniques: cryo-x-ray tomography and cryo-electron tomography. These studies will ultimately provide the first high-resolution images of a transcriptionally active site, enabling us to better understand how transcription occurs. Ms. Waltraud Mueller is a research biologist expert in the field of molecular and cellular biology, who pioneered the fluorescence microscopy techniques required for imaging transcriptionally active chromatin. The specific engineered cell line under this study is unique to the research being performed in the NCI. Changing variables at this time will be detrimental to the current research being performed at the NCI. Ms. Mueller is the only source known to the NCI that has used this cell line to study chromatin structure. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM ET May 17, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
