Description
GENERAL CONTRACT INFORMATION: This is a PRE-SOLICITATION NOTICE to be issued as a Request for Quote (RFQ) for the National Park Service, Alaska Regional Office. NAICS Code will be 424990 and the size standard is 100 employees. This acquisition will be 100% set-aside for HUBZone Small Business. Joint Ventures will be considered/allowed, however, the joint venture must be approved by the Small Business Administration (SBA) prior to the scheduled date for contract award. Those firms that may be contemplating a joint venture on this project, advise your Business Opportunity Specialist at the SBA Office, in writing, as soon as possible. GENERAL DESCRIPTION OF WORK: The successful bidder will provide all labor, materials, transportation, travel, tools, and necessary supervision to provide four (4) hand-carved 6 ? foot tall Alaskan Red Cedar totem poles. The required Totem Pole design/sketch will be provided during the solicitation phase. The carving shall be preformed at the Sitka National Historical Park Totem Carving Shed, Sitka, Alaska anytime between the hours of 7:00 AM thru 9:00 PM. Visitors to the Park will be able to observe, from a safe distance, the Totem Poles being carved by the successful bidder. Power and water are available on site and will be provide by the Government to the successful bidder. This description is not all-inclusive of the work, and is intended as a broad, general description. PLACE OF PERFORMANCE: Sitka National Historical Park, Totem Carving Shed, Sitka, Alaska. Sitka is not road accessible from the rest of the state of Alaska. Access is only possible by air or water. POSTAL CODE: 99835; COUNTRY: United States of America. PERIOD OF PERFORMANCE: Thirty (30) days after receipt of contract - October 31, 2007. The successful offeror will be required to give written notice to NPS Contracting Officer Representative one (1) week prior to starting work. SOLICITATION PROCEDURES: The procurement will be conducted using Request for Quote (RFQ) procedures in accordance with FAR 13. Award determination shall be based on Price and Past Performance. Color photographic examples of previous Totem Pole carvings shall be included with the bidders quote. The estimated range of this project is $15,000 - $30,000. The government intends to award a contract without discussions with the potential contractors. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the project is cancelled, all proposal preparation costs will be borne by the bidder. Bidders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, evaluation, and/or final award process based on decisions related to DOI and NPS changes. Contractors are required to be registered in the Central Contractor Registration (CCR) government system prior to award to be eligible for a government contract - the link can be found at http://www.ccr.gov -- we advise potential bidders to begin the registration process when they prepare their bid to ensure the registration in the CCR database is complete and in-place should they be selected for the award. In the event a bidder is not registered in CCR at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful bidder registered in the CCR database. Refer to FAR 52.204-7, Central Contractor Registration, "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror." Bidders submitting a proposal as a Joint Venture should remember that Joint Ventures must also be registered in CCR identical to the joint venture indicated in their bid (failure to do so will make the bidder[s] ineligible for award). The anticipated posting date to the NBC and Federal Business Opportunities Website will be on or about May 18, 2007 (subject to change) and bids will be due on or about July 09, 2007 (subject to change) Alaska Local Time. The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the DOI NBC Website at http://ideasec.nbc.gov/ AND the National Park Service Public ftp site (which will contain drawings, specifications, etc.) that are not posted at the IDEAS-EC website. Potential bidders must ensure their browsers are set up to view/access Public ftp sites. NO HARD COPY DOCUMENTS WILL BE ISSUED.
