Description

Provide NAIAD or equal Rigid Aluminum Inflatable Hull boats with engines and trailers to Kenai Fjords, National Park in Seward, Alaska Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes one form of announcement. An identical full format solicitation is posted to Department of Interior's NBC web site at: http://ideasec.nbc.gov/j2ee/solicitation.jsp. This solicitation is issued as a Request for Proposal (RFP), number N9845070013 and incorporates provisions and clauses in effect through Federal Acquisition Circular. This is a total small business set-aside procurement. The Small Business size standard is 500 employees. The NAICS is 336612. The contract will be awarded as a contract using simplified acquisition procedures in accordance with the provisions of FAR 13.5. The requirement is for supplying two (2) NAIAD or equal rigid hull inflatable boats with engines and trailers that meet the specifications identified below. When responding to this RFP contractors shall provide pricing as follows: CLIN 0001 Supply two (2) NAIAD or Equal Boats, Rigid Aluminum Hull Inflatable. (See item 1 of attachment for specifications) $_____________. CLIN 0002 Supply one (1) Honda outboard engine and accessories Model BF50AKXRT (See item 2 of attachment for specifications) $_____________. CLIN 0003 Supply one (1) Honda outboard engine and accessories Model BF50AKXRT (See item 3 of attachment for specifications) $_____________. CLIN 0004 Supply two (2) Honda outboard engines and accessories Model BF50AKXRT (See item 4 of attachment for specifications) $_____________. CLIN 0005 Supply two (2) Galvanized bunk trailers Model TEZB 17-20 4000 or equal (See item 5 of attachment for specifications) $_____________. NOTE: The proposal must include all supplies; materials, and transportation to supply the above-listed boats, engines and trailers, delivered and be turn-key ready to Kenai Fjords, National Park Service, Seward, Alaska. 1. SPECIFICATIONS: ITEM 1 Rigid Hull Inflatable Boat (RHIB) / 9845-0607-417 Specifications: " Size of Boat: 4.8 meters ' Class of Boat: Class 1 " Marine grade alloy used in hull components. 5086 H116 only " Diamond plate deck " Forward anchor locker and bow bollard " Substantial rear splashwell to prevent water entry over the transom " Two rear deck scuppers with one way valves " Picking eyes for three-point lift system " Below deck fuel storage, two separate aluminum tanks " Fuel hose and fuel connections meet USCG Sub-T regs and SAE standard J-1942 " Fuel plumbing will be valved so that either engine can draw from either tank " Hull plate is 3/16 minimum " Light and antennae mounts are designed and built to accommodate Department supplied equipment " Tie up cleats are provided " 450 mm diameter tubes with heavy full length handlines attached - safety orange " Signwriting NATIONAL PARK SERVICE port and starboard " Heavy duty rubber belting added on tube centerline " SeaStar hydraulic steering / lines / tie bar " Dual maintenance free gel filled start / service batteries " Install USCG approved running lights " All wiring is to the highest marine standards and only approved components are utilized " Care is taken to seal and waterproof all equipment to minimize corrosion issues " Supply and install Racor filter / water sep for each engine " Install fuel / air separators on tank vent lines " Design / build steering console to accommodate all equipment " Console will have a windshield and protective grab bars, and access to storage " Design / build leaning bolster, include handholds and storage " Console and leaning bolster will be painted ITEM 2 1 each Honda outboard engine and accessories, specs below / 9845-0607-417 " Model BF50AKXRT 25 inch " Top mount dual binnacle " Dual key switch and wiring " Multi-function gauges, Tach / Trim / Hour meter " All necessary wiring harnesses " Aluminum props ABOVE: USE STANDARD HONDA CONTROLS OR EQUIVALENT ITEM 3 Supply 1 each Honda engine and accessories, specs below / 9845-4000-NZY " Model BF50AKXRT 25 inch shaft " Top mount dual binnacle " Dual key switch and wiring " Multi-function gauges, Tach / Trim / Hour meter " All necessary wiring harnesses " Aluminum props ABOVE: USE STANDARD HONDA CONTROLS OR EQUIVALENT ITEM 4 Supply 2 each Honda engines / 9845-4000-NZY " Model BF50AKXRT ITEM 5 " Supply galvanized bunk trailer for these boats " EZ Loader model TEZB 17-20 4000 or equivalent " Twin axles, oil filled wheel bearings - no zirc fittings " Torsion bar suspension " Extended tongue " Spare wheel bracket and wheel BOATS WILL BE 'TURN-KEY' OPERATIVE. MOTORS SHALL BE MOUNTED TO CRAFT AND ALL NECESSARY EQUIPMENT; CABLING, TUNING, ADJUSTING ETC. SHALL BE COMPLETE AND/OR INCLUDED. 2. DELIVERY: Delivery will be FOB Destination, Kenai Fjords National Park, Mile Post 8.2 Old Exit Glacier Road, Seward, Alaska 99664. All required equipment shall be delivered NOT LATER THAN 120 Days After Receipt of Order (ARO). 3. The following FAR clauses apply to this solicitation, and Offerors may obtain full text versions of these clauses electronically at http://www.arnet.gov/far: FAR 52.212-1, Instructions to Offerors-Commercial Items (January 2006) applies to this acquisition; quotations submitted in response to this RFP must include: (1) CLIN numbers and pricing as shown above, and the Contractors full name, address, and telephone number. FAR 52.212-2, Evaluation-Commercial Items (JAN 1999) is applicable to this RFP: (a) Factors for evaluation will include Lowest Price Technically Acceptable (LPTA), technical and past performance when combined are approximately equal importance. 52.212-3, Offeror Representations and Certifications -- Commercial Items (November 2006) An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. 52.212-4 Contract Terms and Conditions: Commercial Items, September 2004, 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items (November 2006). Proposals should be written and submitted in a legible format. Submitted quotes shall have the contractor's Tax Information Number, and DUNS Number.
