- ***** ****** ****** Please respond to Elizabeth Mudler/DFS via email at elizabeth.e.mudler@nasa.gov or via fax at 256-544-4401****** ******* ******* ****** ****** NASA/MSFC has a requirement for five (5) renewal Gridgen software seats and three (3) additional Gridgen software seats. Gridgen software is the pre-processing tool used by MSFC to generate computational meshes for use in analyzing fluid flows in propulsion systems. NASA/MSFC intends to purchase the items from Pointwise, Inc. Pointwise, as the developer and distributor of the software, is the only means for providing MSFC the required support and maintenance. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on 05/10/07. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. 1852.215-84 OMBUDSMAN (OCT 2003) A. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the pre-award and post-award phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. B.
