Description
The Defense Threat Reduction Agency (DTRA) seeks information as to potential qualified businesses with specific experience and expertise to provide for the design, engineering, fielding, testing, and operational support of a secure computerized inventory and tracking system for the Russian Federation Ministry of Defense (RF MOD). Implementation of the system shall include a technological refresh of the current system, construction of new buildings to house field nodes, installation and start-up of the system, and one year of warranty support. This is a SOURCES SOUGHT SYNOPSIS; there is no solicitation available at this time. No response will be provided to requests for a solicitation. THIS SOURCES SOUGHT SYNOPSIS IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. DTRA is a combat support and defense agency, charged with the vital national security mission of reducing the threat of weapons of mass destruction (WMD). DTRA is the principal source for the war-fighter and other organizations to understand and plan against WMD threats. The agency supports the three pillars of the National Strategy to Combat Weapons of Mass Destruction: nonproliferation, counter-proliferation, and consequence management. Scope of Effort: This automated inventory and tracking system will provide for comprehensive inventory of specific RF MOD assets distributed throughout the RF. The scope of work will include: the construction of multiple buildings throughout the RF to house field nodes for the system; the development and coordination of a secure IT system architecture acceptable to the RF MOD; implementation and fielding of the inventory system; training for the installation, operation, and maintenance of the system for the RF MOD; and provision of one year of warranty support through RF MOD-authorized staff at secure RF MOD facilities. The effort is currently planned to commence in October 2007 and to conclude by December 2010 (inclusive of warranty phase). Work is planned to commence with development of the IT system and with the construction of new buildings to house the system; the system will then be piloted and implementation completed in a phased approach. Final operational capability is currently anticipated to occur in December 2009, followed by a one year warranty phase. Notional tasks the source must be able to execute include: - Site surveys; - System design and engineering; - Purchase of required equipment (including but not limited to servers, computers, and support equipment for LAN), software, and associated support licenses; - Purchase and delivery of construction materials for steel-framed, pre-engineered buildings to RF MOD; - Transfer of licenses and warranties to RF MOD; - System implementation; - Verification of conformance with delivery specifications and confirmation of complete and proper system functioning; - Installer, administrator, and maintainer training; - Engineering and technical support; and, - Full system documentation to include configuration management, drawings, attestation documentation for security purposes, and configuration guides. Mandatory Requirements: Responsible sources should demonstrate: - Proven, successful experience working with the RF MOD; - Proven, successful experience working on large-scale construction projects in the RF (including coordination with RF MOD State Design Expertise Committee, RF MOD State Architectural and Construction Oversight, and RF State Acceptance Committee); - Proven, successful experience working with Russian defense contractors; - Knowledge of Russian Federation laws and regulations and RF MOD policies, directives, and processes for sensitive classified information systems; - Demonstrated success with the attestation of systems in RF MOD use; - Ability to design and implement an IT network infrastructure to store and securely communicate classified information in the RF and with the RF MOD; - Transition planning capability for conversion from the current system, including configuration control and re-engineering processes; -Capability to transition to the new system from the current system with no down time, including both (1) transitioning current sites and (2) adding new sites; -Current office presence in Moscow or the ability to mobilize an office and staff rapidly in Moscow; - Mature project management, system engineering and design, configuration management, quality assurance, and system support processes; - Capability to provide engineering support services during development and after system implementation; - Capability to provide lifecycle management for this IT system in the RF; and - Ability to deliver RF MOD end-user and system administration training and support. DTRA's intent is to award a single cost plus award fee contract. The performance period is anticipated to be from October 2007 through December 2010 (inclusive of warranty phase). This SOURCES SOUGHT SYNOPSIS is NOT a Request for Proposals (RFP); it is a market research tool being used to determine the availability of qualified experienced sources prior to issuing an RFP. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SOURCES SOUGHT SYNOPSIS. Any information submitted by respondents as a result of this synopsis is strictly voluntary. This synopsis is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. The amount of information available for publication at this time is limited. Interested sources are requested to provide company literature and/or provide a capability summary not to exceed five (5) pages in length describing their relevant corporate experience providing the types of services as identified above.
