- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this procurement is unrestricted and any interested contractors may submit a quote. The National Institute of Standards and Technology is seeking to purchase One (1) Digital Rotary Evaporator with Diaphragm Vacuum Pump and Refrigerated Circulator All interested Contractors shall provide a quote for the following: Line Item 0001: Quantity One (1) Digital Rotary Evaporator with Diaphragm Vacuum Pump and Refrigerated Circulator, which shall meet or exceed the following required specifications: Rotary Evaporator: 1. Shall be capable of running preset time/pressure gradients. 2. Shall have a motorized servo-jack to raise and lower glassware. 3. Shall have integrated heating bath with a capacity of 4 L plus or minus 0.5 L and digital temperature display. Bath shall have a temperature range of at least 20 deg C to 180 deg C with an accuracy of at least plus or minus 2 deg C, and be compatible with oil or water. 4. Shall be capable of processing sample volumes over a range of at least 50 mL to 3 L. 5. Shall display vapor temperature in digital format. 6. Shall incorporate a vertical primary condenser. 7. Shall have a Woulff bottle. 8. Shall have an integrated vacuum controller. 9. Vacuum controller shall have a pressure control range of at least 1000 mbar to 1 mbar, with an accuracy of at least plus or minus 2 mbar. 10. Vacuum controller shall provide absolute pressure measurement independent of gas composition. 11. Vacuum controller shall have a LCD or LED graphic display of pressure and settings. 12. Vacuum controller shall support USB and RS232 interface for data communication. 13. Vacuum controller shall have capacity to regulate pressure to a set endpoint. 14. Vacuum controller shall have automatic process control based on vapor pressure detection. 15. Vacuum controller shall support programming functionality for pressure gradients. 16. Glassware shall be plastic-coated safety glass. Vacuum Diaphragm Pump: 1. Diaphragm shall be constructed of chemically resistant materials such as PTFE, and compatible with commonly used organic gases and vapors used in a typical synthetic laboratory. 2. Shall have a maximum flow rate of 1.8 cubic meters per hour. 3. Shall be able to pull a minimum vacuum of at least 10 mbar or less. 4. Shall have an integrated secondary cold trap. 5. Shall be compatible with mechanical refrigeration or dry ice/acetone. 6. Shall be fully compatible with integrated vacuum controller on the rotary evaporator. 7. Integrated gas ballast for drying the diaphragms Refrig/Heat Circulator: 1. Shall have a temperature range of at least minus 20 deg C to 150 deg C. 2. Shall be temperature controllable with a stability of plus or minus 0.05 deg C. 3. Shall have a LCD or LED digital display that shows batch temperature. 4. Shall use standard US 115V 60Hz, 15A electrical. 5. Shall have at least a 6 L capacity. Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. Award shall be made to the quoter who: (1) Meets all required technical specifications as determined by an evaluation of documentation submitted in accord with this solicitation; and and (2) Quotes the lowest price. Evaluation shall be conducted on the information provided in the quotation. Quoters shall include sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein.
