Description
The United States Department of Commerce, National Oceanic and Atmospheric Administration, (NOAA) National Weather Service (NWS), International Activities Office intends to negotiate on a sole source basis with Zephyrus Electronics, Ltd. of Tulsa, OK 74128. Zephyrus will provide fifteen (15) complete turnkey systems that will be able to receive and display the GOES satellite data broadcast from the Emergency Managers Weather Information Network (EMWIN) system. The system will include a WX-13 EMWIN receiver, six (6) foot dish, NPRM, 150' RG-6 coax stainless steel hardware computer system that is preloaded with EMWIN, WX message and weather node software. These systems will be used in support of the Department of State's White House Third Border Initiative (TBI). The vendor will also provide training to various Caribbean island representatives in the use of the EMWIN system as an emergency tool to inform the public of critical weather information. These units will match identical systems already in use throughout the region. The commonality of the equipment will allow for users to form back-up support networks and gain easy quick integration with existing equipment. These units from Zephyrus comply and conform to NOAA's logistics, spare parts inventory and repair infrastructure currently in use in these remote sites. Selecting alternative models would result in significant additional costs for new training and a critical delay in the deployment of the systems during this upcoming hurricane season in this region, and an incompatibility with the other EMWIN systems deployed in the Caribbean. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the existing training, and logistical requirements aforementioned. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open this requirement to competition based upon the responses to this notice is solely within the discretion of the Government. A firm fixed-price purchase order is contemplated for this effort. Affirmative written responses must be received no later than 21 May 2007.
