- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested by this notice alone, and a written solicitation will not be issued. This procurement is unrestricted, allowing both large and small businesses to submit proposals. The NAICS code for this action is 721110, Accommodations, with a small business size standard of $6 Million. This solicitation includes all applicable provisions and clauses in effect through FAC 05-08. This acquisition will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial requirements. This synopsis/solicitation is issued as a Request for Quotations for hotel conference facilities and related accommodations and services for a conference to be held by the National Institutes of Health. The National Institutes of Health has a requirement for conference services for the ?Cognitive Aging Summit? for the National Institute on Aging(NIA), which will require conference facilities, audiovisual support, sleeping accommodations, parking, food services and other related services. In addition, it may require administrative, audiovisual i.e. copier, fax machine, lavaliere, podium w/microphone and other business related items. These services are required for two and one half (2 ?) days. The conference to be held during October 10-12, 2007. MANDATORY REQUIREMENTS: The hotel must (1) be compliant with the Hotel and Motel Fire Safety Act of 1990, 15 U.S.C. 2201 et seq, (Public Law 101-391) and hold a FEMA certification number; and (2) be compliant with the Americans with Disabilities Act, 42 U.S.C. Section 12101 et seq. (ADA). All responsible hotels may submit a quote that will be considered by the NIH.The contractor shall provide necessary conference services and program support for a meeting to be held in the Washington, DC / Bethesda, Maryland area (either near or metro-access to Capitol Hill) on October 10-12, 2007. Independently, and not as an agent of the Government; the Contractor shall furnish all necessary services, including: qualified personnel; material; equipment; and facilities not otherwise provided by the Government as needed to perform the Statement of Work below: The contractor shall perform, but not necessarily be limited to the following tasks: A. Meeting Support Technical support by the contractor will include coordination for facilities for sleeping rooms for approximately 100 participants; negotiating lowest cost for meeting space; coordination of AV needs; arranging for meals and refreshments for 150-200 participants as appropriate and permissible; and on-site support. Specifically the contractor shall: 1. Provide meeting facilities to accommodate 150-200 participants, classroom or theater-style, for October 10th and 11th. 2. Provide sleeping rooms (single occupancy) for approximately 100 participants, on October 10th and 11th. 3. Arrange continental breakfast, coffee breaks and lunch for approximately 150-200 participants for October 1oth and 11th. 4. Provide meeting facilities to accommodate approximately 50 participants, inverted U or hollow square style, for half-day on October 12th. 5. Arrange continental breakfast and one coffee break for approximately 50 participants for October 12th. 6. Onsite support to include: meeting room set-up, including audio provisions for hard-of-hearing participants; operations of AV equipment; interaction with staff, vendors; trouble-shooting . AV equipment should include provision of the following: LCD projector, laptop computer, boards or easels for display of posters, microphones (lavaliere, table and/or floor), laser pointer. Some of these pieces of equipment may best be provided by the NIA. The contractor will meet with the NIA personnel to determine which is the best source. This requirement is for a firm-fixed price purchase order for conference services in accordance with all of the above information. This solicitation incorporates one or more solicitation provisions by reference with the same force and effect as if they were given in full text. Offeror shall include a complete copy of the provision at 52.212-3 Offeror Representations and Certifications ? Commercial Items with their offer. The Government intends to make a single award to the eligible, responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government. Award may be based on the basis of initial proposal submitted without conduction any discussion, therefore initial proposal should be submitted on the most favorable terms possible to the Government. The evaluation will be based on the demonstrated capabilities of the prospective contractors in relation to the needs of the project as set forth in this RFQ. The merits of each proposal will be evaluated carefully. Each proposal must document the feasibility of successful and implementation of the requirements of the RFQ. In any case, the Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government. All quotations must be received no later than 11:00 a.m. on May 11, 2007. No further questions will be accepted after 2:00 p.m. on Thursday, January 12, 2006.
