THIS IS NOT A SOLICITATION ANNOUNCEMENT AND IS NOT A REQUEST FOR PROPOSAL AND DOES NOT OBLIGATE THE GOVERNMENT TO AWARD ANY CONTRACT. ******THIS IS A MARKET SURVEY***** The Office of Research Facilities, National Institutes of Health (NIH) is contemplating awarding an Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contract to a highly qualified Service Disabled Veteran Owned Small Business (SDVOSB). The purpose of this Sources Sought Synopsis is to determine interest and capability of potential qualified SDVOSB with North American Industry Classification Code (NAICS) 236220 - Commercial and Institutional Building Construction. The small Business Size is $31 Million. The selected firm will be required to furnish all material, labor and equipment to renovate various rooms in various buildings at the NIH Bethesda Maryland Campus and other satellite locations. Potential tasks are, but are not limited to the following: (1) Building new offices and laboratories (partitions, ceilings, lab cabinets, finishes; (2) Renovate existing patient care unites, laboratories, corridors, conference rooms, bathrooms and offices; (3) Upgrade utilities (electrical, HVAC, mechanical); (4) Animal care facilities; painting, carpeting, seamless flooring; (5) Modification of fire safety systems such as fire alarm, sprinkler and rated assemblies. The selected contractor(s) will be required to perform at least 15% of the work with its own force, which may include trades from the following categories: (1) Construction Trades to include Carpenters, Painters, Laborers, Electricians, Mechanical Journeymen, Plumbing Journeymen and Asbestos Worker; and (2) Architectural/Engineering Professionals to include Architects, CADD Operators, Mechanical Engineers, Electrical Engineers, Structural Engineers and Civil Engineers. It is anticipated that this award will include a base period of 1 year and possible 2 to 4 one-year options, for a total performance period of between 3 and 5 years. Task Orders issued against the IDIQ contract will range between $2,500 and $900,000.00. The competitive threshold for this contract is $3.5 million. The Government reserves the rights to award this contract as sole source or competitive. If awarded as competitive, the Government further reserves the rights to award multiple contracts from any resulting solicitation. Interested qualified Service Disabled Veterans Owned Small Business capable of performing the tasks described above shall submit three (3) copies of their qualification statements to the address listed below. Qualification Statements shall not exceed 20 pages (no hyperlinks or electronic media) and shall highlight the following: (1) Company Information to include name, address, telephone number, Small Business Category (i.e. 8(a), SDVOSB), relevant NAICS Code, DUNS Number (2) Describe the organization Structure to include Key Personnel information and their relevance to the tasks described; (2) Highlight relevant experience relating to the tasks described above - Describe scope and nature of at least three (3) of the most current or completed relevant projects to include beginning and ending contract price, beginning and ending date of the project, customer name and point of contact, indicate if you are/were the prime or sub-contractor; (3) Current Bonding Capacity; (4) Summary of current contract activities/commitments; (5) Describe your link to sufficient local labor and resources to accomplish work of this nature; (6). Describe your firm?s ability to manage simultaneous work efforts; and (7) Describe your access to capital resources/funding to undertake work of similar scope to that which is contemplated. Responses must arrive by 3:00 pm, May 21, 2007.
