- ONLY WRITTEN REQUESTS FOR COPIES OF THE SOLICITATION WILL BE HONORED. IMPORTANT: TELEPHONE REQUESTS WILL NOT BE HONORED. The contractor shall provide all necessary labor, materials, equipment, tools, transportation, and supervision required to perform the lead cleanup, lead shipment for recycling, and system improvements, as shown on US Coast Guard Drawings titled Small Arms Firing Range/Waste Reclamation, and as specified herein. The purpose of this project is to reduce the current levels of lead that have been deposited in the soil at the firing range, to prevent further lead deposits from accumulating in the soils and to make future lead cleanup easier with the improvements of the bullet collection system. The firing range with rubber fragment backstop has been in use since 1998. The firing range is used year round and it is estimated that 48,000 rounds of various caliber ammunition are being fired each year. Total lead content is estimated at 9,000 to 11,000 lbs. Upgrades of the bullet catching system should prevent further accumulations and to allow for simplified lead collection and disposition in the future. Contract dollar amount is estimated to be under $75,000. Contractor will be selected based on the lowest price per pound and documented experience and qualifications. The proposed contract is a small business set aside. All responsible sources that submit a written quotation will be considered. GOVERNMENT FURNISHED MATERIALS: The fragmented rubber will be re-used after wet density separation as stated in the Statement of Work. Performance Period is 30 -45 days. SUBMITTALS DUE UPON AWARD may include but are not limited to: Submit proposed demolition and removal procedures to the Contracting Officer for approval before work is started. Procedures shall provide for coordination with other work in progress, a detailed description of methods and equipment to be used for each operation and of the sequence of operations. CONTRACTOR SHALL COMPLY WITH requirements of: applicable Coast Guard Safety Regulations. ADDITIONAL SPECIFICATIONS OR REQUIREMENTS ARE CONTAINED IN STATEMENT OF WORK THAT WILL BE INCLUDED WITH REQUEST FOR QUOTE DOCUMENTS WHEN THEY ARE ISSUED ON APPROXIMATELY MAY 21, 2007. A SITE VISIT WILL BE HELD 12 JUNE 2007 APPROXIMATELY TWO WEEKS BEFORE QUOTE IS DUE. (Site visits are not mandatory, but are highly encouraged.)
