The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. STATEMENT OF DUTIES General Statement of the purpose of this contract and responsibilities of the contractor: A. This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of the Assistant Secretary (INL/FO). The Principal Deputy Assistant Secretary (PDAS) has primary responsibility for administering the Bureau's operational programs as well as supervising the following offices: The Policy, Planning and Coordinations staff (INL/PC) and Resource Management (INL/RM). The incumbent provides administrative and program support to the PDAS and other bureau principals and may support more general objectives within the office and/or bureau as requires. The incumbent enjoys a close and confidential working relationship with the PDAS. In this capacity, the incumbent performs a wide range of special assignments and projects to advance and in support of the Bureau's operational programs. STATEMENT OF WORK a. Performs a variety of special assignments/projects of a confidential nature of special assignments/projects of a confidential nature of special concern to the PDAS and/or other authority, on their behalf in a liaison capacity with offices within the Bureau and elsewhere in the Department. b. Compiles information regarding a variety of issues relating to the Bureau's programs, as requested by senior staff, and provides recommendations for changes as needed. Provides supporting documentation to principals to support stated position. c. Provides informational material to offices having an interest in the Bureau's programs. d. As directed by senior staff, participates in office/agency meetings. May be required to take notes, and provide senior officers with written summary of results of meetings, as well as to follow-up with written summary of results of meetings, as well as to follow-up with other offices to ensure appropriate follow-up action has been taken. e. Assists senior officers in reviewing policy documents and in preparing options and developing strategies for consideration by the PDAS or other principal. Participates in working groups, coordinates findings, and summarizes information for senior staff when required. f. Assists in drafting position papers and reports relating to the Bureau's operational programs and policies relating to counter narcotics and anticrime programs. Follows-up to ensure all required clearances are obtained before presenting to principals for their review. g. Reviews internal processes and procedures with respect to the management and control of all incoming and outgoing action material, making recommendations for improvements to promote efficiency and cost savings. Coordinates and/or prepares responses to correspondence, acts as a liaison or handles the communication with persons and/or groups both within and outside of the Bureau. h. Performs program support work, such as planning, coordination, correspondence control, communication, and/or liaison. May also e required to plan, accomplish, and/or manage special projects. MINIMUM QUALFICATIONS A. U.S. citizen, subject to State Department Secret level security clearance; B. Bachelor's Degree or higher from an accredited institution is desirable. C. Knowledge of basic office procedures, typing and basic computer skills required to use information technology and management systems. Knowledge of correct grammar, spelling, punctuation, capitalization, and style familiarity in accordance with Department and office style guidance. D. Knowledge of the Department of State organizations and functions. COMPLEXITY The work includes various duties involving different and unrelated processes and methods. The decision regarding what needs to be done depends upon the analysis of the subject, phase, or issues involved in each assignment, and the chosen course of action may have to be selected from many alternatives. The work involves conditions and elements that must be identified and analyzed to discern interrelationships SCOPE AND EFFECT The work involves treating a variety of conventional problems, questions, or situations in conformance with established criteria. The work product or service affects the design or operation o system, programs, or equipment; the adequacy of such activities as field investigations, testing operations, or research conclusions; or the social, physical and economic well being of persons. PERSONAL CONTACTS The personal contacts are with employees in the same agency but outside the immediate organization and infrequently other USG agencies. People contacted generally are engaged in different functions, missions, and kinds of work, e.g., representatives from various levels within the agency such as headquarters, regional, district, or field offices, or other operating offices in the immediate installation. PURPOSE OF CONTACTS The purpose is to plan, coordinate, or advise on work efforts or to resolve operating problems by influencing or motivating individuals or groups who are working toward mutual goals and who have basically cooperative attitudes. PHYSICAL DEMANDS The work is sedentary in nature. Typically the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work. WORK ENVIRONMENT The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, or libraries. The work area is adequately lighted, heated, and ventilated. 15. EVALUATION CRITERIA Factor 1. Demonstrated practical knowledge of standard procedures in a technical field, requiring extended training or experience, to perform such work as interpreting results of tests based on previous experience and observations; or extracting information from various sources when this requires considering the applicability of information and the characteristics and quality of the sources. Factor 2. Demonstrated knowledge of substantive programs of the office as they relate to the programmatic, administrative and support function of the various office areas. Factor 3. Skill in proofreading and correcting errors in correspondence and documents and skill in oral communications to transmit and interpret instructions and guidance from various office managers. Factor 4: (Past Performance). Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.) B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
