Description
The VISN 9 Acquisition Service Center (90C), Tennessee Valley Healthcare System, Department of Veterans Affairs is seeking firms that can provide Architect/Engineer (AE) professional services for a construction project titled "RENOVATE BLDG 5 FOR MENTAL HEALTH CLINIC" project #581-07-302, located at the VA Medical Center, 1540 Spring Valley Drive, Huntington, WV 25704-9587. A fixed-price architect-engineer contract is contemplated, SUBJECT TO THE AVAILABILITY OF FY07 FUNDS. THIS REQUIREMENT WILL BE A 100% SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) Code 541310 with a size standard of $4.5 million (average annual gross revenue for the last 3 fiscal years) is applicable. AREA OF CONSIDERATION IS LIMITED TO A 500 MILE RADIUS OF THE VA MEDICAL CENTER IN HUNTINGTON, WV. Project will be accomplished in AutoCad.dwg format with specifications accomplished in Microsoft Word.doc format. The A/E services for this minor construction project will provide planning consultations, working drawings & specifications, cost estimates, construction period services consisting of submittal reviews, questions concerning contract documents, and necessary revision of same for design omission, all to meet scope objective. Mental Health Clinic Bldg. 5 was originally constructed in 1932 for Nursing Quarters. The architectural style is Georgian Colonial. It is comprised of 3 floors and an attic space; Daylight Basement (4,740 gsf), Ground (3,990 gsf), First (3,990 gsf) and Attic (3,990 gsf). Building 5 is remotely located from the main Medical Center on the western portion of the Medical Centers 102 acre campus. Estimated construction cost is $3,995,780.00. THIS IS NOT A REQUEST FOR PROPOSALS. A/E firms desiring consideration shall submit (3) THREE COPIES of Standard Form 330, Architect-Engineer Qualifications. NO LATER THAN JUNE 1, 2007, 1:00 P.M. Respondents will be reviewed on the basis of professional qualifications necessary for the performance of the required services; specialized experience and technical competence in projects of similar type; past performance on contracts with Government agencies and private industry for projects of similar type; location of A/E firm; experience roles of key design personnel, specifically on related projects; cost control and estimating effectiveness; litigation against firm; awards for excellence in design and certification for American College of Healthcare Architects as a Certified Healthcare Architect.
