Description
The Wilmington VA Medical Center is seeking an Architect/Engineering Firm capable of providing professional services to prepare documents for Project 460-07-923, "Upgrade Electrical Deficiencies" as required at this Medical Center. This procurement is 100% set-aside for Small Business and is restricted to firms located within a 100 mile radius of the Wilmington, Delaware VA Medical Center 19805. The NAICS Codes is 541330 with a size standard of $4.5M. Estimated construction value is $1,000,000 - $2,000,000. The following Evaluation Criteria will be used during the A/E Selection Process: (1) Specialized experience of the firm with similar contracts. (2)  Past performance on similar contracts and with Government Agencies, and familiarity with applicable codes and ability to incorporate in design documents the requirements of JCAHO, OSHA, NFPA, and other such regulatory organizations.  (3)  Capacity of the firm to perform the work within required time frames and budget.  (4)  Specific experience and qualifications of the proposed personnel assigned to the Project Design and Management Teams. (5)  Record of significant claims against the firm because of improper or incomplete engineering services. (6)  Geographic location and facility of the working office which would provide the professional services and familiarity with the area in which the project work is located. All work shall comply with current VA Master Specifications and Standard Details. Work will be in accordance with the provided scope of work, and is to be done in a first class manner as approved by the Facility Manager. The scope of work for the project is as follows: Provide a complete design to develop a Master Electrical Plan for the facility to replace the existing electrical closets and secondary wiring in the main building of the Wilmington, DE VAMC. The existing wiring system is composed of two main components, a normal power system and an emergency power system. The new system will have three components, a normal power system, an emergency power system, and a critical branch with allowances to separate equipment. In addition to these three circuits we will be adding metering to the new electrical panels to provide the facility with better data on areas of electric usage. This metering system shall be networked to a central location where usage reports can be generated. The project scope includes but is not limited to: construction of new electrical closets (with associated HVAC, lighting, etc.) with new electrical distribution panels, new wiring for all existing fixtures, new outlets and cover-plates (color coded by branch), evaluation of existing outlet locations and recommendations for additional outlets or relocation of outlets, evaluation of metering technologies and recommendation of metering system, demolition and removal of all utilities abandoned and spaces as part of this project. Award of a contract is contingent upon the availability of funds. This is not a request for proposals.
