- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY to determine whether a minimum of 3 highly qualified A-E firms capable of performing all of the stated types of A-E services, exists within the small business community. ONLY SMALL BUSINESS FIRMS SHOULD RESPOND TO THIS ANNOUNCEMENT. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. 1. CONTRACT REQUIREMENT: The proposed contract will be procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms wi ll be selected for negotiation based on demonstrated competence and qualifications for the required work. When the requirement is solicited firms will be selected for negotiation based on a demonstrated competence and qualifications for all of the required work. The anticipated type of contract is a Firm-Fixed-Price (FFP), $2M/2 yr Total contract. If the contract is set aside for Small Business, FAR 52.219-14, Limitations on Subcontracting, will be included in the contract. The clause requires that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The Secretary of the Armys Contractor Manpower Reporting (CMR) requirement will be incorporated into the anticipated contract. The annu al CMR requirement will apply to each task order which is funded by Army dollars; supports an Army mission; which benefits or supports any Army military, civilian, or contractor personnel; or when the Army is the executive agency for the mission being supp ort. The A-E will be allowed to include their costs for compliance with the mission being support. The A-E will be allowed to include their costs for compliance with the CMR requirement as a line item in their price proposal for each task order subject to the CMR requirement. Contractor Performance Evaluations - In accordance with the provisions of Subpart 36.604 (Performance Evaluation) of the Federal Acquisition Regulation (FAR), A-E contractors performance shall be evaluated throughout the performance of the contract. The United States Army Corps of Engineers (USACE) follows the procedures outlined in Engineering Pamphlet (EP) 715-1-7 to fulfill this FAR requirement. For A-E contracts awarded at or above $30,000.00, the USACE will evaluate contractors performance and prepare a performance report using the Architect-Engineer Contract Administration Support System (ACASS), which is now a web-based system. After an evaluation (interim or final) is written up by the USACE, the contractor will have the ability to access, review and comment on the evaluation for a period of 30 days. Accessing and using ACAASS requires specific software, called PKI certification, which is installed on the users co mputer. The certification is a Department of Defense requirement and was implemented to provide security in electronic transactions. The certification software could cost approximately $110 - $125 per certificate per year and is purchased from an Externa l Certificate Authorities (ECA) vendor. If the Contractor wishes to participate in the performance evaluation pr ocess, access to CCASS and PKI certification is the sole responsibility of the Contractor. 2. PROJECT INFORMATION: The A-E services are for hydraulic designs and analyses, floodwall and levee analyses and design, sediment engineering, and engineering duri ng construction as applicable to the Corps of Engineers Civil Works Construction mission areas. Capabilities in other disciplines, such as Geographical Information Systems (GIS), Environmental Impact Study, including cultural resources and air quality mon itoring, groundwater studies, Computer Aided Drafting Design (CADD), topographic survey, MCACES Cost Engineering, civil and structural designs, and geotechnical exploration are also important elements of the proposed contract. Project support efforts include site reconnaissance, environmental and wetland assessments. These designs, analyses, and services are required within the South Sacramento County Streams d rainage basin and adjacent locations. The South Sacramento County Streams drainage basin lies south and east of the City of Sacramento with a portion of the basin contained within the Sacramento City limits. Interested firms must have the capability to p erform, and must have a minimum of five years of experience, in the following essential areas of expertise. 1) Hydraulic numeric modeling, steady and unsteady open channel flow. 2) Civil design work to produce Plans & Specifications, i.e. quantities, construction drawings, cost estimating using MCACES, and produce specifications using SPECSINTACT. 3) Structural design work to produce Plans & Specifications of flood walls, culverts, and bridge modifications. 4) Geotechnical Exploration. 5) Topogra phic surveying, both aerial and field surveyed cross-sections, to produce detailed topographic mapping for floodplain and river analyses and designs. 6) Environmental Impact Study. This Procurement will be conducted under FSC Code: C211; SIC Code: 871 2; NAICS Code: 541310.This work will include all Architectural-Engineering (A-E) and related services necessary to complete the assigned task orders for studies and designs. Providing public and regulatory agency meeting support may be required. A specif ic scope of work and services will be issued with each task order. The North American Industrial Classification System Code (NAICS) is 541310, which has a small business size standard of maximum $4.5 million of average annual receipts for its previous 3 f iscal years. Development of construction plans and specifications (SPECSINTACT), e.g. design alternatives, quantities, plans, cost estimates (M-CACES), and instructions to field personnel are also important elements of the proposed contract. This work wil l include all Architectural-Engineering (A-E) and related services necessary to complete the assigned task orders for studies and designs. 3. QUALIFICATIONS: All interested Small Business parties are encouraged to respond to this notice and may respond to this announcement by submitting a capability statement of no more than 6 pages in length (excluding a cover page if used), which addresses the following key areas: A. MANAGEMENT The management staff must be experienced in handling multiple complex environ mental projects with a minimum of 5 years experience in work similar to that listed above. Identify which projects (submitted in (b)) where the management and technical staff have gained the experience. B. TECHNICAL Potential sources must submit a list o f recent projects that demonstrate their knowledge and past experience relating to all the types of work described above. The size standard for this code is $4,500,000.00. To be considered a Small Business under this NAICS Code, the respondents average revenue for the last three fiscal years cannot be more than $4,500,000.00; if the average revenue for the last three fiscal years is over $4,500,000.00, the respondent is a Large Business. All respondents, in their response to this notice, MUST identify t heir business size relative to the NAICS code. Respondents are required to state in their response whether the firm is a large business, small business, 8(a) program participant, HubZone, small disadvantaged business, woman-owned, veteran-owned business, or service disabled veteran-owned business.
