Description
Under the authority of FAR 6.302, the U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate a sole source contract with GERMFREE, 11 Aviator Way, Ormond Beach, FL 32174. The procurement will provide the Department of Homela nd Securitys National Biodefense Analysis and Countermeasures Center (NBFAC) with a self-contained glovebox designed for protection from biological and chemical hazards. To meet the Governments need, the glovebox must meet the following specifications: 1. It must function as a stand alone unit, not connected to external air handling equipment. 2. It must utilize a high containment filtration system of High-Efficiency Particulate Air (HEPA) and Activated Carbon filters. Inlet and exhaust HEPA filters must be rated 99.99% efficient at a 0.3 ?M particle size, and sealed into the unit with stainless steel frames. The unit must have butterfly valves to completely seal the system, blocking any filtration of any biological of chemical agents inside. 3. It must have decontamination ports compatible with both Vaporized Hydrogen Peroxide (VPH) and formaldehyde/neutralizer generation equipment. This attribute shall include inlet and return sterilant ports with shut-off valves. The unit must also have a press ure reference gauge to monitor air pressure differentials, and an air sample port circulating fan. 4. It must have an easily accessible control panel with digital and mechanical pressure gauges; low pressure alarms with audible and visible functions; and all switches for power, lights etc., located in clear view of the operator. 5. It must have a double-door airlock system, with door openings of 12 x 12 (end to end); the front facing door must be 9 x 10.5. The doors must have an inlet HEPA filter s ystem for purging the air from the airlock to the filtration system with a sanitary shut-off butterfly valve. The double-door airlock system must have a programmable logic controller (PLC) interlock system to prevent the opening of both doors simultaneous ly. 6. It must have a sliding dunk tank, bottom mounted and coated. 7. It must be completely portable, e.g., on an all welded stainless steel cart (with heavy duty non-marring swivel castors or wheels); easily moved by one person through spaces no more than 30 inches in width for decontamination and use in isolation rooms throughout the general laboratory suite. The overall dimensions of the unit must not exceed 50L x 24.5D x 36H (not including the stand  of approximately 3). The usable work are a should be 36W x 23D x 27H. 8. It must have sealed electrical outlets with grounded plugs, and the capacity to have extra receptacles included on the system. 9. Construction of the unit must be of all-welded 12-16 gauge, type-316 stainless steel wi th interior covered corners and radius bends. Metal surfaces of the glovebox must be polished to 180-grit pharmaceutical (#4) finish, which facilitates cleaning and decontamination functions. 10. It must have a viewing window of a minimum 3/8 thick cl ear polycarbonate or Lexan, held in place by gaskets approved for BSL3 and Chemical agent work. This window must be tilted forward at a slight angle to facilitate operator usage, and be located directly over double-grooved, stainless steel gloveports. 11 . The interior of the glovebox must be illuminated with a non-glare fluorescent light, mounted in a stainless steel frame with approved gaskets. The bulb itself must be replaceable without breaking containment. 12. It must meet NBFAC and United States Army Medical Research Institute of Infectious Disease (USAMRIID) safety regulations. Market research findings indicate that only Germfree is able to provide a glovebox that meets the subject requirement. Any company that believes that it can meet this requirement is invited to submit written notification to the Contract Specialist within 17 calendar days from the date of the publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the requirement. However, responses received from responsible businesses prior to close of business on 21 May 2007 will be evaluated. If no responses are received, USAMRAA will proceed with the sole source or der.
