Description
This is a COMBINED SYNOPSIS/SOLICITATION for the supply of commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The RFQ number is N42158-07-Q-NNSY. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-16 and DFARS Change Notice 20070426. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:www.acqnet.gov/far and http://acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 339111 and the Small Business Standard is 500 employees. This is a competitive, unrestricted action. The FISC, Norfolk Naval Shipyard Annex requests responses from qualified sources capable of providing: CLIN 0001: One (1) each X-ray Fluorescence Sulfur-in-Oil Analyzer: The sulfur-in-oil analyzer must be equipped with a niobium filter specific to allowing only the sulfur element to pass through. It must use the principle of energy dispersive x-ray fluorescence to excite sulfur atoms in oil products and cause x-ray fluorescence. The analyzer must be able to detect and measure the total sulfur concentration in oil products to as low as 5ppm (0.0005 weight%), or lower. The analyzer must allow variation capabilities of timed measurements for at least the following divisions: 10, 30, 100, 300, or 600 seconds. The analyzer must be able to perform sample sulfur measurements automatically for up to 8 samples. The data presentation must identify the measurement conditions and calibration curve information, and provide graphic printouts of the spectrum/measurement data. The analyzer will not require a halogen gas purge for low ppm accuracy. It must allow the user the ability to change the unit of measurement (ppm vs. weight%) for the sulfur analysis. Dimensions of the X-ray Fluorescence sulfur-in-oil analyzer must be 16.9 inches wide X 8.5 inches high X 19.7 inches deep, or smaller, to save bench space. The instrument must be able to operate within the temperature limits of 5 degrees ? 35 degrees C, with a relative humidity of 30 ? 85% non-condensing. CLIN 0002: Installation and Training: installation by the vendor representative and user familiarization via on-site training. Delivery is thirty (30) days or sooner. All deliverables shall be FOB Destination, Norfolk Naval Shipyard, Receiving Officer, Bldg. 276, Portsmouth, VA 23709-5000. The following provisions/clauses are applicable: FAR 52.212-1, 52.212-3, 52.212-4, and 52.212-5 incorporating 14, 15, 16, 17, 23, and 26. ADDENDA: FAR Clauses 52.207-4, 52.211-15, DFAR 252.212-7000, 252.212-7001 incorporating 52.203-3, 252.225-7001. IMPORTANT NOTICE: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to all solicitations issued on/after 06/01/98. All responses must include a completed copy of the certifications and representation set-forth in FAR 52.212-3 and DFAR 252.212-7000. All offers shall be evaluated for fair and reasonable price, technical acceptability, satisfactory past performance, delivery schedule and adherence to the applicable clauses/provisions. The award shall meet requirements for access to NNSY: Contractors representatives must be United States citizens. Representatives are to provide the NNSY Security Office with proof of U.S. citizenship at the point in time of the request for access. The original or certified copy of one of the following provides proof of U.S. citizenship: (1) Birth Certificate (2) Verification of Birth (DD Form 372) (3) Hospital birth certificate with an authenticating seal (4) For those persons born abroad to a U.S. citizen parent: (a) Certificate of citizenship issued by the Immigration and Naturalization Service (b) Report of birth Abroad of a Citizen of the United States of America (Form FS-240) (c) Certificate of Birth (Form FS-545 or DS-1350) issued by a U.S. Consulate or the Department of State (5) Certificate of Citizenship for individuals who claim to have derived U.S. citizenship through the naturalization of the parent(s) (6) Certification of Naturalization (original only). Note: One of these documents must be provided before any badges will be issued for access to the shipyard. The contractors failure to comply with this requirement relieves the Norfolk Naval Shipyard of any liability regarding demurrage and/or detention costs associated with delays to gain access. Parties responding to this request for quotation may submit their quote in accordance with their standard commercial practices (e.g. company letterhead, quote form, etc) but must include the following 1) Complete mailing/remittance address (s); 2) Prompt payment discount; 3) Delivery Schedule; 4) Taxpayer ID#; 5) All completed certifications as required herein.
