- US EPA New England Regional Laboratory Hazardous Waste Proposal Requirements The US EPA New England is requesting sources sought to package, manifest, pickup, transport and dispose of the hazardous waste produced at the laboratory. The Contractor has cradle to grave responsibility for all hazardous waste materials and must provide certified documentation supporting the final disposal and or destruction of materials in accordance with all Federal and State Regulations. The following represents the work required to support this activity: Approximately 3 pickups a year with 125-150 unique items. Hazardous waste is separated into two categories of bulk and laboratory packs. A hazardous waste generation report with each unique item for disposal will be provided prior to pickup to allow time for paperwork to be completed. (A sample waste disposal report is provided) Manifests and container labels are completed and printed off site and mailed prior to pickup for EPA to perform self pack of bulk waste streams. Separate manifests are provided for bulk waste streams and lab packs A dedicated truck and chemists (1 or 2) provided for pickup to load bulk items and perform laboratory pack out of material. Transportation is to be provided in 3 categories, dedicated truck - for pickup while chemists pack waste, milk run - to pickup waste on the way by with the paperwork already completed and waste packed and a stop fee to deliver supplies requested. Hazardous waste disposal is restricted to ultimate destruction or treatment which are to be incinerated, treated, recycled or retorted, no landfill allowed other than asbestos waste. Waste shipped and disposed of within the continental United States only. Contract will include setting up profiles for the bulk waste streams. Include access to an on-line customer database for viewing profiles, tracking shipping manifests, looking up dates of destruction and the ability to print an annual hazardous waste report for record keeping. Manifests returned within 40 days. Certificates of Destruction for PCBs provided within 8 months of pickup. Waste shall consist of any or all of the following: Lab Pack Waste - Aqueous Treatment; Incineration; Aerosols Incineration; Reactives Incineration; Unknowns (Identified by Fingerprint Analysis) for Incineration; PCBs for Incineration; PCBs/RCRA Waste for Incineration; Fuels Blending; Mercury Waste for Retort; Dioxins; Asbestos for Secure Landfill; Landfill (Not Approved ? Special Circumstances Only); Ni-Cad Battery for Reclaim; Alkaline Battery for Reclaim; NiMH Battery for Reclaim; Lead Acid Battery for Reclaim; Reactive Lithium Battery for Incineration or Reclaim.
