- Pre-solicitation notice - NAIC code 562910 for procurement of environmental remediation services for the Annapolis Lead Mine (ALM) Site, Operable Unit 1. The ALM site is located approximately one mile east-northeast of Annapolis, MO, adjacent to and within the Sutton Branch Creek Flood Plain. The site includes the mine works which lies on the east side of the county road. The ALM site is located on the Des Arc, MO Quadrangle 7.5-Minute Topographic Map in Sections 13 and 14, Township 31 North, Range 3 East (USGS, 1980). The dominant feature of the site was a lead contaminated chat/tailings residue pile that covered approximately 10 acres in the northern portion of the site. A time critical removal action was performed to identify, consolidate, and stabilize the lead contaminated waste mine tailings on-site as well as to grade and compact the tailings pile. An engineered protective cover was installed over the tailings. The following actions are required for this procurement. Excavation of sediment from Sutton Branch Creek in pockets, or depositional areas; stream bank stabilization using rock; and placement of excavated sediment in the existing repository area, capping with a simple soil cover, and revegetating with seed. In addition, erosion work, including grading, rocking, constructing drainage control channels and berms, dirt excavation, filling erosion ruts, and revegetating selected areas will be required. The Copntractor shall be required to comply with all applicable federal, state and local laws and regulations. Remediation shall be conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. EPA anticipates issuing a firm fixed price contract with performance incentives for these services. Estimated dollar value for this procurement is $400,000.00. The IFB is anticipated to be issued on or about May 29, 2007. The IFB will be posted at: www.epa.gov/oam/regions/index.htm.
