Description
NASA/JSC has a requirement for Q600 Thermogravimetric Analysis (TGA)/Differential Scanning Calorimeters (DSC) system (1 each). NASA/JSC intends to purchase the items from TA Instruments Inc. The design of dual-beam balance system provides a true simultaneous measurement of heat flow (TGA) and weight change (DSC) on the same sample. The Thermogravimetric Analysis and Differential Scanning Calorimeters will be determined by being used in a dual sample mode where separate signals are available from two samples which doubles analytical throughput. Automated furnace movement and a horizontal purge gas system with digital mass flow controllers and programmable gas switching capability will allow for greater precision in Thermogravimetric Analysis measurements. Accessories, consumables, and infrastructure already exist for the Q600, and lab users have been trained specifically on the TA Instruments system and software. The Q600 from TA instruments is the only company that meets the requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 15, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
